Overview

The OSHA and AIHA Alliance focuses on reducing and preventing employee exposure to ergonomic hazards in the workplace by providing AIHA members with information and specific guidance for developing, implementing, and/or improving ergonomic programs. The Alliance also addresses hazard communication and other occupational safety and health issues.

    The OSHA and AIHA Alliance Web page on OSHA's Web site continues to be updated and includes links to the Alliance agreement, renewal agreement, related documents, activities and events, and milestones and successes. For example, information on OSHA's participation at the 2005 AIHce was added to the Web page.     AIHA's Web Site

    AIHA continues to update a page on its Web site that is devoted to ergonomics with links to the OSHA and AIHA Alliance Web page, other OSHA materials, NIOSH and other ergonomics resources.

    Print and Electronic Media

    Articles on the OSHA and AIHA Alliance appeared in a number of print and online publications, including: AIHA's Government Affairs News, BNA's Occupational Safety and Health Reporter, and Industrial News. For more information on the articles, please see the Alliance Program Reach table.

    Events

    North American Occupational Safety and Health (NAOSH) Week, May 1-7, 2005


    AIHA helped to support and promote NAOSH Week, which was May 1-7, 2005. NAOSH Week is sponsored by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineers (CSSE). Aaron Trippler, AIHA's Director of Government Affairs, represented AIHA at the May 1, 2005, the week's kick-off event at the Department of Labor. The kick-off event included remarks by OSHA's Acting Assistant Secretary Jonathan Snare and representatives from ASSE and CSSE.

    AIHce 2005 Expo, Anaheim, California, May 21-26, 2005

    Representatives from the OSHA and AIHA Alliance helped to identify OSHA speakers for workshops and panel discussions during the AIHce 2005 Expo. The presentations covered ergonomics and other occupational safety and health issues. OSHA staff members made the following presentations during the Expo:

    • Luis Santiago, Region IV, gave a presentation to 100 attendees on "Alternative Methods to Reach Hispanic Workers," on May 23, 2005.

    • Patricia Bray, Directorate of Science Technology and Medicine (DSTM), Angela Presson, Directorate of Standards and Guidance (DSG), Keith Motley, DSTM, and John Piacentino, DSTM, gave a presentation to 103 attendees on "Case Fatalities after Exposure to Wielding, Organic Dust, and Hydrogen Sulfide" on May 23, 2005.

    • Michael Seymour, DSG, William Perry, DSG, and Tressi Cordaro, Directorate of Construction, gave an "OSHA Regulatory Update for the Construction Industry," to 75 attendees on May 23, 2005.

    • Paula White, Director, Directorate of Cooperative and State Programs (DCSP), gave a presentation to 30 attendees entitled, "OSHA Cooperative Programs Lead to Success," on May 24, 2005.

    • Cindy Laseter, Regional Administrator, Region IV, Frank Strasheim, Regional Administrator, Region X, Les Grove, Region IV, and David Ippolito, DSTM, gave a presentation to 100 attendees on "Protecting Disaster Response and Recovery Workers," on May 24, 2005.

    • Paula White, Director, DCSP, Ruth McCully, Director, DSTM, Dorothy Dougherty, Acting Director, DSG, and Richard Fairfax, Director, Directorate of Enforcement Programs, gave 100 attendees an "OSHA Programs Update," on May 25, 2005

    • Paula White, Director, DCSP, gave 30 attendees a presentation entitled, "So, You Want to be a VPP Special Government Employee," on May 25, 2005.

    • Christi Griffin, Region IV, David Welsh, Region I, Denise Thomas, Region VI, Janet Baker, Region VII, Kimberly Morton, Region V, Michael Bopp, Region V, Sharon Danann, Region V, Angela, Elizabeth Yellistrom, Region VIII, and Terefe Beruk, Region V, gave 150 attendees a presentation entitled, "Most Interesting OSHA Health Cases," on May 26, 2005.

    • Additionally, OSHA representatives staffed an Agency exhibit booth throughout the conference.
    AIHA Ergonomics Committee

    Through the Alliance, two OSHA staff members, Brett Besser and Elizabeth Sherfy, are participating as ad hoc members on AIHA's Ergonomics Committee to facilitate communication between the two organizations and to address and jointly discuss ergonomics-related issues that arise. OSHA staff participated in the May 23, 2005, meeting of this committee in Anaheim, California.

    • Promoting and encouraging AIHA members' worksite participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and SHARP. In addition, they will act as facilitators to members that aspire to excellence in health and safety for their worksites.

      During this reporting period, OSHA and AIHA did not work on projects to address this goal.

    • Continuing to facilitate dialog between occupational and environmental health and safety organizations and associations to maintain visibility and presence with federal and state policymakers.
    AIHce 2005 Expo, Anaheim, California, May 23, 2005

    During the AIHce 2005 Expo, Aaron Trippler, AHIA's Director of Government Affairs, and David Heidorn, ASSE's Manager for Government Affairs and Policy, spoke at a workshop and outlined the current and future federal and state occupational safety and health issues being addressed by the associations for approximately 13 attendees.

    ASSE 2005 Conference and Exposition, New Orleans, Louisiana, June 13, 2005

    During ASSE's 2005 Conference and Exposition, Aaron Trippler, AHIA's Director of Government Affairs, and David Heidorn, ASSE's Manager for Government Affairs and Policy, spoke at a workshop and outlined the current and future federal and state occupational safety and health issues being addressed by the associations for approximately 20 attendees.

    • Establishing avenues and processes for AIHA members to mentor and assist OSHA personnel as OSHA personnel proceed with professional certification.

      During this reporting period, OSHA and AIHA did not work on projects to address this goal.
    Training and Education

    • Assisting AIHA members with developing and delivering training and education programs on ergonomics hazard reduction and elimination in the workplace.
    AIHA Chapter List

    AIHA provided OSHA with a contact list of its Chapters that are in the same geographical areas as OSHA's Ed Centers. OSHA posted the Chapter list on the OSHA and AIHA Alliance Limited Access Page and sent an e-mail announcing its availability to OSHA's National and Regional Offices. OSHA staff can use the list to contact AIHA chapters if they are looking for training information or instructors in a specific safety and health topic area.

    Promoting the National Dialogue on Workplace Safety and Health

    • Developing, promoting and sharing information on best worksite practices of AIHA members with others in the occupational health and safety profession through outreach by AIHA and OSHA's various programs.
    OSHA and AIHA Alliance Safety and Health Fact Sheets

    The OSHA and AIHA Alliance implementation team members agreed to develop fact sheets on safety and health issues such as personal protective equipment (PPE), respiratory protection and noise.

    • Sharing data developed by AIHA members and others that support solutions to ergonomic hazards, as well as providing examples of hazard recognition strategies and analytical tools with OSHA and others in the occupational health and safety profession. The hope is that these steps will encourage wide implementation.

      During this reporting period, OSHA and AIHA did not work on projects to address this goal.

    • Convening or participating in forums and roundtable discussions on ergonomic problems to help forge innovative solutions to ergonomic issues in the workplace.
    Alliance Program Hazard Communication Roundtable, Washington, DC, February 15, 2005

    Mary Ann Latko, Director, Science and Technical Initiatives, attended the Alliance Program Hazard Communication Roundtable, which was February 15, 2005, in Washington, DC. The Roundtable brought together 18 Alliance Program participants to identify hazard communication compliance assistance projects and activities that they could work on together. The Workgroup Promoting the Globally Harmonized System for Classification and Labeling of Chemicals (GHS) was developed at the Roundtable meeting.

    Promoting the GHS Workgroup

    • August 1, 2005, Washington, DC - Margaret A. Breida, Senior Manager, Technical and Standards Committees, and Mili Mavely, Technical Committees Associate attended the workgroup meeting. The workgroup identified a number of compliance assistance tools that it could develop to support OSHA's plans to adopt the GHS as part of its hazard communication Standard.
    Alliance Program Small Business Roundtable, Washington, DC, September 8, 2005

    Mary Ann Latko, Director, Science and Technical Initiatives, participated in the Alliance Program Small Business Roundtable, which was September 8, 2005, in Washington, DC. The Roundtable brought together Alliance Program participants to provide feedback on OSHA's efforts to provide compliance assistance and outreach to small business

  2. Executive Summary

    Through the Alliance Program, OSHA and AIHA are working to reduce and prevent employee exposure to ergonomic hazards in the workplace. In addition, the Alliance is also addressing hazard communication and other occupational safety and health issues.

    For example, the OSHA and AIHA Alliance maintains several resources with information about the Alliance, ergonomics and other safety and health materials. The OSHA and AIHA Alliance Web page features links to the Alliance agreement, the renewal agreement, related documents, activities and events, and milestones and successes. The AIHA Web site features an ergonomics page that provides AIHA members and other visitors to the site with resources for addressing ergonomics hazards, including links to the OSHA and AIHA Alliance Web site, OSHA's Ergonomics Safety and Health Topics page and compliance assistance materials. Additionally, through the Alliance, AIHA members helped to review and revise many of OSHA's Safety and Health Topics pages and eTools covering such issues as fire safety, machine guarding, and radiation by serving on the editorial boards.

    Alliance implementation team members also reached out to the public through several avenues, including AIHA's support of and participation in NAOSH Week, which is sponsored by ASSE and CSSE. The 2005 event was held May 1-7, 2005, and Aaron Tippler, AIHA's Director of Government Affairs, attended the kick-off event at the Department of Labor on May 1, 2005. In addition, AIHA and ASSE gave joint presentations at AIHce 2005, on May 23, 2005, in Anaheim, California, and at ASSE 2005 Conference and Exposition, on June 13, 2005, in New Orleans, Louisiana.

    The Alliance implementation team helped to identify speakers to share information on safety and health issues. Members of the OSHA and AIHA Alliance and other representatives from OSHA, made presentations and exhibited at the AIHce 2005 Expo, in Anaheim California, May 21-26. For example, on May 24, 2005, Paula White, Director, DCSP, gave a presentation entitled, "OSHA Cooperative Programs Lead to Success," to 30 attendees. Other OSHA representatives spoke on a number of safety and health issues, including disaster response and recovery, VPP and construction.

    In addition, AIHA representatives participated in Alliance Program Roundtables and workgroup meetings, including the Alliance Program Hazard Communication Roundtable, which was in Washington, DC, on February 15, 2005, the Alliance Program GHS Workgroup meeting, which was in Washington, DC, on August 1, 2005, and the Alliance Program Small Business Roundtable, which was in Washington, DC, on September 8, 2005.

    As an Alliance product, the OSHA and AIHA Alliance began developing fact sheets that will address a several issues such as PPE, respiratory protection and noise and will be available free of charge on AIHA's Web site and the OSHA and AIHA Alliance Web page of OSHA's Web site. In addition, a representative from the OSHA and AIHA Alliance was identified to work with OSHA's maritime-industry-related Alliances to develop safety and health resources such as fact sheets.

IV. Upcoming Milestones

In the coming year, OSHA and AIHA will renew its Alliance and continue to provide information, guidance, and access to training resources to protect employees' health and safety, particularly in the areas associated with ergonomics and hazard communication. For example, the Alliance will provide resources for the public on ergonomics through the OSHA-AIHA Alliance Web page and AIHA's ergonomic Web page. Additionally, representatives from AIHA will continue to serve on the editorial boards of numerous OSHA Safety and Health Topics pages and eTools, providing expert input on a number of occupational safety and health issues.

The Alliance implementation team will work with other Alliance Program participants on projects related to occupational safety and health issues. AIHA will work with ASSE and numerous other Alliance Program participants to support and promote NAOSH Week 2006, which will be held April 30-May 6, 2006. In addition, AIHA will explore opportunities to work with the Society for Chemical Hazard Communication to address hazard communication issues such as the GHS.

Through the Alliance, AIHA will develop fact sheets on a variety of safety and health issues, such as PPE, respiratory protection and noise. The fact sheets will be available free of charge on AIHA's Web site and on the OSHA and AIHA Web page on OSHA's Web site. OSHA also will consider making the fact sheets available as part of the curriculum for its short course for small business on health hazards.

AIHA representatives will work with the American Shipbuilding Association, the National Shipbuilding Research Program and the Shipbuilders Council of America, other Alliance Program participants, to develop occupational safety and health resources such as fact sheets that address such issues as slips, trips and falls, and struck-by in the maritime industry.

In addition, OSHA representatives will continue to serve as ad hoc members of AIHA's ergonomic committee, and AIHA will provide OSHA with an updated Chapter List for publication on OSHA's Limited Access Page and use by OSHA staff.
