The OSHA and The Dow Chemical Company Alliance focuses on further enhancing a culture of prevention while sharing proven practices and technical knowledge in the areas of, but not limited to, process safety management, safety and health management systems, emergency preparedness, and employee wellness programs. The goals of the Alliance include:

Outreach and communication:
  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and Dow's Web sites) to employers and employees in the industry.
  • Work with other Alliance participants on specific issues and projects that are addressed and developed through the Alliance Program.
Promoting the national dialogue on workplace safety and health:
  • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.
  • Convene or participate in forums, round table discussions, or stakeholder meetings to help forge innovative solutions in the workplace or to provide input on safety and health issues.

  • October 20-26, 2008: 2008 Drug-Free Work Week. Dow Chemical Company and a number of other Alliance Program participants are supporting the 2008 Drug-Free Work Week. Sponsored annually by the U.S. Department of Labor’s Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week’s focus is educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.
  • July 31, 2008: Synthetic Organic Chemical Manufacturers Association "Combustible Dust" Webinar.
    • Harry White, Personal Safety Technology Leader, The Dow Chemical Company, gave a presentation on combustible dust best practices from an industry perspective and Sanji Kanth, Safety Engineer, Office of General Industry Enforcement, Directorate of Enforcement Programs, USDOL-OSHA, gave a presentation on OSHA regulatory and enforcement activities involving combustible dust during the Webinar.
  • September 22-24, 2008: 2008 National Safety Congress and Expo, Anaheim Convention Center, Anaheim, California.
    • September 23, 2008: Steven F. Witt, Director, Directorate of Cooperative and State Programs, USDOL-OSHA; John Dizor, Director, Personal Safety Expertise, Dow Chemical Company; and Gary Jones, Director, Environmental, Health and Safety Affairs, Printing Industries of America/Graphic Arts Tech, will present "Making the Business Case for Safety and Health."
  • May 4-10, 2008: 2008 North American Occupational Safety and Health (NAOSH) Week. The Dow Chemical Company and a number of other Alliance Program participants supported 2008 NAOSH Week, "Safety is Good Business." Sponsored annually by the American Society of Safety Engineers and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace.
  • May 3, 2007: OSHA Region I Compliance Assistance Specialist and On-site Consultation Project Managers Meeting, Mystic, Connecticut. Kevin Shaughnessy, Senior Process Safety Technology Leader, The Dow Chemical Company, presented "OSHA Process Safety Management (PSM) Standard: The Dow Approach" during the meeting.
  • October 18, 2006: Automotive Industry Action Group (AIAG) meeting, Southfield, Michigan.
    • Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company; gave an update on the OSHA and Dow Alliance to approximately 20 attendees.
  • August 10, 2006: ORC Worldwide's Occupational Safety and Health Workgroup Meeting, Washington, D.C. Mark Spence, Manager, Health & Safety Regulatory Affairs, The Dow Chemical Company, gave an update on the OSHA and Dow Alliance to approximately 100 attendees.
  • January 13, 2006: Center for Chemical Process Safety (CCPS) Technical Steering Committee Meeting, Hyatt Houston Intercontinental Airport, Houston, Texas.
    • "Managing Chemical Reactivity Hazards: a Workshop for Non-Chemists." This course was organized and sponsored by the OSHA and Chemical Reactivity Hazards Management Alliance. It was designed for small chemical manufacturers, warehouse facilities, distributors and batch processors. It provided information on chemical reactivity hazards and strategies and tools for identifying and preventing reactivity accidents at manufacturing facilities. In addition, representatives from The Dow Chemical Company, an Alliance Program participant, helped to develop the workshop. Additional sponsors of the workshop are the National Federation of Independent Business, also an OSHA Alliance Program participant, and the East Harris County Manufacturers Association.
  • November 16-17 2005: OSHA and Dow Alliance Workshop, "OSHA's Process Safety Management (PSM) Standard: The Dow Approach," The Dow Chemical Company's West Virginia Operations, South Charleston. A workshop was held for OSHA's Region III staff that covered how Dow addresses and implements the PSM standard in its workplaces and discussed various aspects of the standard, including process safety information, process hazard analysis procedures, and layers of protection analysis and safety instrumented systems.
  • September 26, 2005: Chlorine Institute's 2005 Fall Meeting, Sheraton Atlanta Hotel, Atlanta, Georgia.
    • "Managing Chemical Reactivity Hazards: a Workshop for Non-Chemists." This course was organized and sponsored by the OSHA and Chemical Reactivity Hazards Management Alliance. It was designed for small chemical manufacturers, warehouse facilities, distributors and batch processors.   • October 13-14, 2004: OSHA/The Dow Chemical Company Workshop, "OSHA's Process Safety Management (PSM) Standard: The Dow Approach," The Dow Chemical Company's Louisiana Operations, Plaquemine, Louisiana. A workshop was held for OSHA's Regions IV and VI staff that covered how Dow addresses and implements the PSM standard in its workplaces and discussed various aspects of the standard, including process safety information, process hazard analysis procedures, and layers of protection analysis and safety instrumented systems.   • May 14, 2004: American Academy of Orthopaedic Surgeons (AAOS) Ergonomics Roundtable, Washington, D.C. At a meeting hosted by AAOS, Karen Kerns, Senior Industrial Hygienist, Global Industrial Hygiene Expertise Center, The Dow Chemical Company, made a presentation to Alliance Program participants, including AAOS, the Graphics Arts Coalition (GAC) and the American Society of Safety Engineers, on a new workplace quantitative ergonomics risk assessment tool. Representatives from GAC and AAOS also made presentations to the group.
  • September 16, 2003: OSHA/The Dow Chemical Company Workshop, "OSHA's Process Safety Management (PSM) Standard: The Dow Approach." OSHA Training Institute, Arlington Heights, Illinois. A workshop was held for OSHA's Region V staff that covered how Dow addresses and implements the PSM standard in its workplaces and discussed various aspects of the standard, including process safety information, process hazard analysis procedures and management of change.
  • June, 12, 2003: 2nd Annual OSHA Compliance Assistance Conference, Tysons Corner Marriott, Vienna, Virginia. Samuel L. Smolik, Vice President, Environment, Health and Safety, The Dow Chemical Company, "A Vision and Culture of Zero," spoke to the Compliance Assistance Conference attendees about the Dow Chemical Company's tips and techniques that have helped the company reduce injuries and illnesses of Dow employees and contractors by 73 percent globally since 1994.

This case study describes how the Texas Operations Contractor Alliance for Safety (TOCAS) works to identify and articulate the safety-related needs of its broad spectrum of contractor companies and partners with Texas operations to improve contractor safety performance.
  • "Motor Carrier Safety Case Study: A Collaborative Approach to Reducing Motor Carrier Incidents." OSHA. March 2006. This case study describes how The Dow Chemical Company worked with one of its motor carriers, Transport Service Company (TSC), to successfully implement a new behavior-based safety program to reduce TSC's rear-end collisions.
