Chao Implements President Bush's Management Agenda
Promotes Performance And Effective Management

WASHINGTON — U.S. Secretary of Labor Elaine L. Chao today announced a series of human capital initiatives at the department to help carry out the President's Management Agenda.

"In any large and complex organization, people are key to accomplishing positive change," Chao said. "Recruiting and retaining talented people is essential for building our human capital."

Chao's initiatives include:

  • establishing a uniform performance management system for the department's approximately 2,100 senior executives, managers and supervisors;
  • providing significant new funding to reward senior executives for achieving results; and
  • instituting a department-wide Senior Executive Service development program to build a strong team for the future.

In August 2001, Chao directed the Management Review Board (MRB) to develop a uniform performance management system, urging that the new system achieve President Bush's goal of promoting a culture of achievement.

As a result of work by the MRB and the department's Executive Resources Board (ERB), today Chao announced the adoption of the new unified performance management system. It will replace the multiplicity of approaches in existence at various departmental agencies facilitate higher standards of performance within the Department of Labor.

"The department is working to meet the president's challenge to think differently by refining our performance goals and measures under the Government Performance and Results Act. A few simple measures with a system of rewards and accountability will foster a culture of excellence within the Federal government," Chao said.

To encourage performance and results, Chao established a 7.5 percent performance award pool for senior executives, a significant increase from previous allocations.

Chao also directed that a departmental Senior Executive Service candidate development program be implemented as part of the department's succession planning and human capital management initiatives. This program will help ensure that a highly qualified and diverse cadre of candidates is prepared and available to assume leadership roles behind departing senior executives.

Earlier in the year, Chao reconstituted the department's Performance Review Board, chaired by Deputy Secretary D. Cameron Findlay, and the Executive Resources Board, chaired by Assistant Secretary for Administration and Management Patrick Pizzella. These boards provide guidance and direction to the multitude of initiatives and programs that affect the department's Senior Executive Service members. The boards were reconstituted in conjunction with the establishment of the Management Review Board, which is comprised of senior DOL officials who address management issues affecting the Department of Labor.
