WASHINGTON - Promoting safe and healthful working conditions for workers in target shooting facilities will continue to be the focus of the renewed Alliance between the Occupational Safety and Health Administration and the National Association of Shooting Ranges (NASR) and the Sporting Arms and Ammunition Manufacturers' Institute (SAAMI). The Alliance was first signed in August 2002. "Our Alliance with NASR and SAAMI has enabled us to maximize our resources and reach out to more workers and employers with important industry safety and health practices," said Jonathan L. Snare, Acting Assistant Secretary of Labor for OSHA. "We look forward to building upon our joint successes and to continue providing the training and education to help make target shooting facilities as safe as possible." The Alliance members will continue to provide member and non-member shooting ranges with information and guidance that will help them enhance their employee safety programs, including educating and informing their employees on methods and procedures to minimize airborne pollutants and noise exposure in the work environment. The organizations will add hearing conservation as a new area of focus. A working group made up of representatives from OSHA, NASR, SAAMI, NIOSH, The National Hearing Conservation Association, and another Alliance program participant will develop a hearing conservation manual for indoor shooting ranges. OSHA, NASR and SAAMI will continue to work together jointly to develop and disseminate information and guidance at conferences and through various media outlets; to promote and encourage NASR members' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and mentoring among members; and to develop and deliver a seminar for state associations' annual meetings on airborne lead management and other topics for shooting range operators and developers. A joint team of representatives from NASR, SAAMI and OSHA will continue to meet at least three times a year to track and share information on activities and results in achieving the goals of the Alliance. Representatives from the Occupational Safety and Health State Plan Association and the association of state Consultation Projects will be given the opportunity to participate as well. Employers are responsible for providing a safe and healthful workplace for their employees. OSHA's role is to assure the safety and health of America's workers by setting and enforcing standards; providing training, outreach, and education; establishing partnerships; and encouraging continual process improvement in workplace safety and health.
