Highlights Safety and Health at Petroleum and Petrochemical Liquid Storage Facilities WASHINGTON -- The Occupational Safety and Health Administration (OSHA) signed a joint Alliance today with two organizations to promote safe and healthful working conditions for workers in the petroleum and petrochemical industry. The Alliance unites the American Petroleum Institute (API) and the National Fire Protection Association (NFPA) with OSHA on efforts to ensure workers in the industry are armed with the training, knowledge and guidance to ensure their safety and health. "Our goal is to ensure that workers in this industry have every tool they need to ensure they can do their job productively and safely," said OSHA Administrator John Henshaw. "The petroleum industry does have the potential for catastrophic workplace incidents. Through this cooperative effort with API and NFPA, we're establishing a solid foundation on which managers, supervisors and workers can build to ensure the safety of all those involved in this important industry." "API and its member companies have a longstanding history of promoting safe working conditions in the petroleum industry," said Red Cavaney, API's president and CEO. "We're enthusiastic about this new opportunity, in a public/private partnership with NFPA and OSHA, to continue and expand on this commitment." Added NFPA President James M. Shannon: "NFPA has actively promoted fire and life safety in the petroleum and petrochemical industry through many of its codes and standards. I'm pleased that NFPA is part of this important Alliance and look forward to our successful partnership with both API and OSHA." Key elements of the Alliance are built around promoting safe tank entry, cleaning, maintenance, and rescue operations and work within and around petroleum and petrochemical liquid storage tanks. The Alliance participants will encourage industry workers, including tank owners and operations supervisors, tank maintenance and repair workers, tank contractors and confined space rescue personnel to take OSHA's train-the-trainer course on safety and health standards and then carry that knowledge back into the field to train operators. OSHA, API and NFPI will share information on lessons learned and mutually agreed upon best practices with others in the industry and then publicize those results through individual training programs and materials. Additionally, the organizations will also develop and disseminate information through print and electronic media, including electronic assistance tools, and through their respective websites. The organizations will also seize every opportunity to speak, exhibit or appear at OSHA or industry conferences, such as the API/NFPA Safety Tank Entry Workshop. OSHA, API and NFPA will also promote and encourage the petroleum and petrochemical industry's participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and its Safety and Health Achievement Recognition Program (SHARP). Based in Washington, D.C., the American Petroleum Institute is a trade association representing more than 400 members involved in all aspects of the oil and natural gas industry. The National Fire Protection Association, headquartered in Quincy, Mass., is an international nonprofit organization with more than 75,000 members that serves as an advocate of fire prevention, and is also a source on public safety.
