Alternative Dispute Resolution

The Department of the Interior’s Alternative Dispute Resolution (ADR) policy encourages the use of a broad spectrum of processes available to assist in effectively preventing, managing and resolving conflicts.  The program is designed to assist with disputes that may arise in four areas: workplace, programmatic, procurement, and regulatory.

Programmatic, Procurement, and Regulatory ADR
The Division of Policy and Directives Management (PDM) serves as the Bureau Dispute Resolution Specialist and serves as the Service representative on the Interior Dispute Resolution Council. PDM acts as a Service liaison with the Department of the Interior CADR staff and ensures that Service programs and initiatives are in compliance with Departmental guidelines. PDM serves as the primary point of contact within the Service in all ADR areas except for workplace, and will assist Service personnel with process design, selection of neutrals, referrals and convening of cases/projects as requested.

Workplace ADR
The Workplace Alternative Dispute Resolution Manager (WAM) is Sara Prigan, of the Division of Policy and Directives Management, Washington Office. The WAM assembles, trains, and serves as the point of contact (POC) for Conflict Resolution (CORE) Specialists located in the Regions. The WAM also performs intake for possible mediations as necessary. The WAM works with the Department of the Interior ADR community of practice, led by CADR, which focuses on policy issues, methods, procedures, and resource sharing. The WAM is responsible for overseeing implementation of the Interior Resolution Network (IRN), a new Department workplace ADR system. The scope of the WAM is limited to workplace conflicts.
