Paul Hoffman

Deputy Assistant Secretary

for Human Capital,

Performance and Partnerships

 

 

Paul Hoffman is the Deputy Assistant Secretary

for Human Capital, Performance and Partnerships. He was appointed to this position by Secretary of the Interior Gale A. Norton on March 10, 2006. He moved up to the Office of the Assistant Secretary for Policy, Management, and Budget from his former position as the Deputy Assistant Secretary for Fish and Wildlife and Parks where he served the Department with distinction for four years.

 

In his capacity as DAS/FWP, he was instrumental in helping Interior implement several aspects of the President’s Management Agenda. Most notably, he helped guide the development of the Department’s first ever E-Government Strategic Plan and Governance Framework. He has been the Chair of Interior’s E-Government Team which ensures that the Department’s business and programmatic leaders are guiding Departmental E-Government projects. As co-Chair of the Investment Review Board, under the E-Gov Governance Framework, he and other business and programmatic leaders help guide the $1 billion investment portfolio for Information Technology at the Department of the Interior.

 

Prior to coming to the Department of the Interior in February 2002, Hoffman served for 12 years as the Executive Director of the Cody Country Chamber of Commerce and the Cody Economic Development Council. In that capacity, he was responsible for strategic planning, managing change, and helping guide community development for Cody, Wyoming. He is a graduate of the Institute for Organizational Management in 1996 as well as the inaugural Leadership Wyoming in 2001 and is well respected in Wyoming and the Yellowstone region as an active civic leader and conservationist.

 

Before assuming his duties at the Cody Chamber, Paul was the State Director for then-Congressman Dick Cheney. He did advance work for official travel, attended meetings throughout the State of Wyoming, constituent service, and advised the Congressman on Wyoming federal issues and policy. In that capacity, he gained significant experience in federal land management issues, especially regarding the National Park Service and the Endangered Species Act. He was a leader in getting the Clarks Fork of the Yellowstone River established as Wyoming’s first and only Wild and Scenic River.

 

He spent five years as a Loan Officer at First Wyoming Bank – Cody where he acquired significant skills in business management and an understanding of the needs of businesses in a gateway community in a county that is 82% federal land. During this time, he also helped organize the Park County Resource Council, later known as the Northwest Wyoming Resource Council, a grassroots group dedicated to protecting the environment of northwest Wyoming, including Yellowstone National Park.

 

Hoffman is a 1974 graduate of the University of California at San Diego, Revelle College, where he obtained a Bachelor of Arts Degree with a major in economics and a minor in biology. He subsequently completed all the courses, but one, for a double major in economics and biology.

Paul married Lisa Powell, of Cody, Wyoming, in 1979, and has two children, Desiree and Fritz.
