The Family Liaison Office acts as liaison with the Department of Homeland Security's U.S. Citizenship and Immigration Service (USCIS) in naturalization cases for foreign-born spouses of Department of State Foreign Service employees. The processing time and adjudication is under the sole authority of the USCIS.
Although the Family Liaison Office provides assistance to all Foreign Affairs agencies in other program areas, FLO's 319(b) naturalization assistance is limited to Department of State (DOS) spouses. Other Agency spouses should contact their Human Resource departments for possible assistance with 319(b) naturalization.

-- The spouse must be a Lawful Permanent Resident (LPR) at the time of naturalization.
-- The spouse must be heading on an overseas assignment for at least one year or currently be at post with at least one year remaining at post at the time of naturalization.
-- Naturalization cannot take place more than 45 days prior to departure from the U.S. to post.
Eligibility
-- FLO's naturalization assistance is limited to Department of State spouses.
-- Spouses of non-State employees should contact their own agency.
-- Spouses of DOS employees on domestic assignments are not eligible.
-- Spouses of DOS employees serving most unaccompanied tours are not eligible; however, under certain situations TDY tours to Iraq and Afghanistan may be eligible. Contact FLO to discuss your situation.
