On June 24, 1999, Janice R. Lachance issued a new guide to help federal employees who believe they have been subjected
to discrimination because of their sexual orientation. The guide which is available through the OPM website at
http://www.opm.gov , identifies avenues for federal employees and
applicants to seek help. The Department supports President Clinton's amendment to Executive Order 11478 prohibiting
discrimination based on sexual orientation, and has since July 1996 been offering employees and applicants a process in
which to take their concerns. Specifically, complaints of sexual orientation discrimination can be brought through the
