About the Office: The Office of the Chief Counsel (Administration and Ethics Division) supports the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) by providing legal advice to ATF employees concerning employment and personnel issues, labor relations, contracts, fiscal law and ethics.

Location: This position is located in Washington, DC.

Responsibilities and Opportunity Offered: The incumbent serves as the Deputy Associate Chief Counsel and reports to the Associate Chief Counsel (Administration & Ethics). The incumbent serves as the principal assistant and senior expert legal advisor and is involved in the most difficult and complex legal issues relating to personnel, employment law, labor relations, EEO, procurement, fiscal law and ethics.

The incumbent provides legal advice to supervisors, managers and executives throughout the agency with regard to the Civil Service Reform Act of 1878; the Civil Rights Act of 1964, as amended, as well as various other EEO statutes applicable to the Federal Government; the statutes regarding fiscal law and acquisition by the Federal Government; and the various ethics and conflict of interest laws. The incumbent may be assigned to litigation in any of these areas.

The incumbent may be assigned to assist the Associate Chief Counsel in the administration of the Administration and Ethics Division, including monitoring case assignments and reviewing the work of other attorneys in the division. In the absence of the Associate Chief Counsel, the incumbent serves as the Acting Associate Chief Counsel.

Required Qualifications: All candidates for this position must possess a J.D. degree, and be an active member in good standing of the bar (any state or territory, or the District of Columbia) AND have at least 1 full year of specialized experience as a practicing attorney equivalent to the GS-14 level. Significant experience and/or knowledge in at least one of the following practice areas is required: Employment Law, Labor Law, Government Contracts, Fiscal Law, Ethics, or Litigation.

Preferred Qualifications: In addition to the required qualifications, the applicant must possess specialized experience which has equipped the applicant with the particular knowledges, skills, and abilities needed to successfully perform the duties of this position. Specialized experience for this position includes:

1. The ability to analyze, interpret, and apply laws, regulations, contracts, agency orders, court decisions, agency and office opinions, and other legal documents.

2. Superior research, analytical, writing, and oral communication skills.

3. The capacity to function with substantial independence and to act as a team member on projects requiring more than one attorney.

Travel: Frequent travel is required.

Salary Information: GS-15 - $115,317.00 - $149,000.00 PA

Promotion Potential: GS-15

Relocation Expenses: Travel and relocation expenses are not authorized. Applicants will not be reimbursed for travel and relocation expenses.
