Employment & Training Administration (ETA) Documents

The Employment & Training Administration (ETA) within the US Department of Labor administers federal government job training and worker dislocation programs, federal grants to states for public employment service programs, and unemployment insurance benefits.

Included on the ETA website is the ETA Library page, which provides links to many useful resources. Highlights are as follows:

  • Advisories and Memorandums: Listed under the heading “Laws and Regulations” as “Advisories & Announcements,” this is a database of ETA documents dated 1983 to present. Types of documents included are Indian and Native American Program Bulletins (DINAP), Employment Service Program Letters (ESPL), General Administration Letters (GAL) and Unemployment Insurance Program Letters (UIPL). While the database is not searchable, it is possible to display a list of specific documents created in one or multiple program years. Some of the documents are available in PDF and others in HTML format.

  • ETA Research Publication Database: Released in December 2005, this database provides public access to the collection of research and evaluation reports found in the ETA Occasional Paper Series, UI Occasional Paper Series, and ETA Workforce Security Research publications. The Basic Search allows you to search by Author, Keywords, or Title. Select the Advanced Search option to limit results using Boolean operators or date range (covers Pre-1990 to present).

  • Federal Reporting & Evaluation Databases (FRED): Select Workforce Investment Act (WIA) or Trade Adjustment Assistance (TAA) for access to the Workforce Investment Act Standardized Record Data or TAA Diagnostic and Planning Tools respectively. A Tools Summary and User Guide are provided in PDF format on the main page. WIA documents are divided by population, including Adults, Dislocated Workers, and Older Youth. TAA documents include Ad Hoc Analysis, Drill Down Performance, Profiles by [various criteria], and Impact of Factors on Overall Performance. Click on FRED Tools Description on the TAA page for further information.

Another resource available on the ETA website that is not part of the ETA Library:

  • Office of Workforce Security (OWS) Document Management System: Use the separate navigation pane on the left side of the page to access lists of and links to such items as Unemployment Insurance (UI) Program Letters, Handbooks, General Administration Letters, Public Laws, and Employment Service (ES) Program Letters. According to information provided on this page, Financial Management (FM) and Workforce Investment Act (WIA) advisories will be posted here, while all other new advisories will be posted to the Advisories and Memorandums database noted above. If you click on "Text Version" in the middle of the page, you are directed to a less comprehensive listing of and links to materials similar to those listed in the left navigation pane. The link http://wdr.doleta.gov/directives/ in the middle of the page directs you to the Advisories and Memorandums page.
