Bradford R. Higgins
Assistant Secretary, Bureau of Resource Management; Chief Financial Officer
Term of Appointment: 02/21/2006 to present

Brad Higgins was sworn in as Assistant Secretary of State for Resource Management and Chief Financial Officer on February 21, 2006. In this capacity, Mr. Higgins is responsible for all financial management activities relating to the programs and operations of the Department of State.

Prior to his appointment, Mr. Higgins served as Senior Advisor to the United States Ambassador to Iraq, Zalmay Khalilzad, and as the co-director of the joint civil-military strategic planning group. He previously served as Senior Advisor to the Assistant Secretary of State for Resource Management and Chief Financial Officer. In that role, he led two assessment teams to Iraq that resulted in a number of corrective action plans to the U.S. Government-funded $18.4 billion Iraq reconstruction program. Prior to that, he was Chief of Planning for the Iraq Reconstruction Management Office in Baghdad, Iraq. Mr. Higgins also served as Chief Financial Officer for the Coalition Provisional Authority in Baghdad.

In addition to his government service, Mr. Higgins spent over 20 years on Wall Street working with major U.S. public sector issuers, primarily as an investment banker at CS First Boston and Goldman Sachs. At CS First Boston, he was a Managing Director and manager of the municipal utility and infrastructure groups, where he served as the senior banker and/or financial advisor to many of the largest and most complicated municipal financings in the U.S. At Goldman Sachs he was co-head of the tax-exempt energy group. Most recently he was a Managing Director in charge of marketing to public sector pensions at Bear Stearns Asset Management. Mr. Higgins started his career as an associate at the law firm of Simpson Thacher & Bartlett in New York.

Mr. Higgins received his bachelor's degree (1974) and his JD (1978) from Columbia University.
