Personal Identity Verification Credentials

On August 27, 2004, President Bush issued Homeland Security Presidential Directive 12, which required the development of a standard that all Federal agencies must use to identify its employees and contractors. The purpose in establishing this standard is to protect Federal facilities from threats of terrorism.

In support of this directive, agencies are required to complete background checks on all current employees and contractors and to issue personal identity verification (PIV) credentials. The background checks must be performed and the credentials must be issued no later than October 27, 2007, for all employees except those who have been employed by the Federal Government for more than 15 years and are not believed to pose a risk. Agencies have until October 27, 2008, to complete the background checks on, and to issue PIV credentials for, these employees.
