Subpart 2832.11, Electronic Funds Transfer, is added to the JAR to provide flexibility to the Department's procuring activities in the timing of receipt of Electronic Funds Transfer (EFT) information from contractors. The receipt of EFT information is required to comply with the Debt Collection Improvement Act of 1996 (P.L. 104-134). Federal Acquisition Circular 97-11 allows heads of agencies to determine the timing of receipt of that information by the issuance of procedures. JAR Subpart 2832.11 provides those procedures by allowing contracting officers discretion in determining the time for the submission of EFT information by contractors to designated offices.
