Procedures for Schools and Non-Profit Organizations to
Obtain Excess Computer Equipment

In accordance with Executive Order (EO) 12999, and the Department's implementation plan, the following steps will be used to transfer excess "educationally useful Federal equipment" to eligible schools, school districts, and "community-based educational organizations." Collectively, this group of potential donees will be referred to as "eligible recipients." (See the EO for definitions of these terms).

1. Eligible recipients must submit a letter of interest in order to obtain excess computer equipment from the Department of Justice. The letter: A) Must be on letterhead and signed by a senior authorizing official; B) Must designate a person or persons authorized to sign the SF-122, Transfer Order, on behalf of the eligible recipient; C) Must identify needed equipment in general terms; D) Must identify authorized nonprofit reuse or recycling programs authorized to receive equipment on behalf of the eligible recipient; and E) Must certify that the requestor is qualified to receive property as an eligible school, school district, or community-based educational organization as defined in the EO. 2. Eligible recipients outside the Washington metropolitan area may submit a letter of interest to the Department component nearest to the eligible recipient. Field components are encouraged to seek interest of local eligible recipients; however, all transfers must be approved by the Facilities and Administrative Services Staff (FASS) prior to pickup by the donee. Field components should forward requests to FASS when the local need cannot be filled from the component's resources and the eligible recipient will fund transportation from outside its local area.

An SF-122 will be prepared by FASS and sent to the Department component (Office, Board, or Division) before the transfer may take place. The donee signs this form upon receipt of the equipment (see 5 below).

4. When excess property is available, eligible recipients will be selected on an equitable basis only from letters of interest received at that component location.

5. The eligible recipients are responsible for arranging the removal of the transferred property. At the time of the pickup of the property, the authorized designee from the eligible recipient (see paragraph 3 above) will present personal identification and sign the SF-122. A copy of the SF-122 will be forwarded to FASS, and a copy will be retained by the Property Custodian to document the change of accountability.

  3. Transfer to Eligible Recipients under terms of EO 12999
