The United States Agency for International Development’s (USAID) new five-year strategy, which began in 2005, for the Caribbean Regional Program focuses on the two most daunting challenges facing the region—the challenge to compete in open markets and the challenge to control HIV/AIDS. The target area of the regional program continues to be the English-speaking members of the Caribbean Community Secretariat (CARICOM). Changes in the new strategy include a sharpening of the program focus by streamlining its previous four strategic objectives into two.

Trade: To help the region to succeed in an open trade environment, USAID is leading economic growth, trade and competitiveness programs aimed at helping the region meet requirements to participate in open trade regimes, reduce business constraints and leverage market opportunities, as well as strengthen the legal and environmental frameworks related to open trade. The program also focuses on reducing the region’s vulnerability to natural hazards such as hurricanes.

HIV/AIDS: USAID is also helping the region to better respond to the HIV/AIDS pandemic. Through targeted activities across the region USAID is focusing on expanding access to quality HIV/AIDS prevention and treatment services, improving the availability and use of accurate and reliable information to better target the pandemic, and targeting HIV prevention interventions to most at risk populations to reduce further transmission.

The Caribbean Center for Excellence in Teaching Training (CETT): To complement the two objectives of the regional program, USAID is also funding the Caribbean Center of Excellence for Teacher Training (CETT), one of three educational centers established by a U.S. presidential initiative in October 2002. An alliance among the public and private sectors, CETT is improving reading instruction in grades 1-3 and upgrading the knowledge and pedagogical skills of teachers. The Caribbean CETT, based in Jamaica, serves the English-speaking islands of the Caribbean by targeting rural and urban poor communities, especially those in remote areas.

Global Development Alliances: USAID also works through public/private alliances in the region to leverage private sector resources and support to further development goals across our programs.
