Overview: Associated Builders and Contractors, Inc., (ABC) and the
Occupational Safety and Health Administration (OSHA) have entered into this Partnership to provide
a safe and healthful work environment in the construction industry. Implementation of this
agreement is expected to result in decreased injuries, illnesses, and fatalities for participant
contractors with a resultant decrease in workers' compensation costs. ABC member construction
companies will use the Safety Training and Evaluation Process, or "STEP" program, in evaluating
their safety and health management system performance and their safety and health training
programs. The primary goals are to: reduce by three percent annually the number of injuries,
illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries
and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused
four construction hazards); increase the number of construction companies that implement effective
safety programs; decrease workers' compensation costs and OSHA penalties for contractor
participants; and, allow OSHA to focus resources on companies that require attention from OSHA,
rather than companies that have demonstrated existence of effective safety programs.
Results: Impacting 7 employers and 210 employees, this partnership conducted several 10-hour OSHA
courses throughout Nebraska. The three-year TCIR rate of 4.1 is almost 50% below the BLS National
Average for construction contractors. |

Overview: The Partnership recognizes the importance of providing a safe
and healthy work environment for employees in long-term care facilities as well as the need for
implementing comprehensive programs for safety and health for the long-term care community. This
Partnership has two main goals: to reduce the days away rate by 10% and to reduce the severity of
injuries and illnesses. A three-year project is underway in which long-term care facility
participants are developing, implementing, or enhancing effective safety and health management
systems. Training will be provided to participants on specific issues, including, but not limited
to, ergonomics, workplace violence, bloodborne pathogens, tuberculosis, incident investigations and
accurate recordkeeping.
Results: This partnership, incorporating 9
partners, successfully met its goal of exceeding the overall baseline DART rate of 8.5. The overall
three year moving average DART rate for 2001 – 2004 was 5.5. This represents a 35% reduction in lost
workday injury and illness rates for the participating long-term care facilities at the end of the
three-year period.
At the end of the partnership, an average of eight all-day training sessions was provided annually
impacting approximately 100 employees. Topics covered included resident handling, bloodborne
pathogens, slips, trips and falls, recordkeeping, TB, workplace violence, electrical hazards and
elements of a comprehensive safety and health program. The training was very successful and it is
expected to be provided on an annual basis even though the partnership is completed. Employees who
took the training sessions were awarded CEUs. |

Overview: This Partnership focuses on worker safety and health during
the construction of a 20-story commercial complex that will headquarter
the Union Pacific Railroad Company. More than 70 contractors are
expected to be impacted by the agreement, which aims to reduce illness
and injury rates below the industry average and implement an effective
safety and health management system for the site.
Results: Holder Construction Group has developed
training for scaffolding, fall protection, excavation, stairways/ladders,
personal protective equipment and electrical/tools. In addition to standard
English-based training, the site also offers training in Spanish. Forty
Spanish-speaking employers/employees have received training through these
training sessions. 17 training sessions totaling 65 hours were provided to 584
employees.
The company also agreed to adopt a community college in Iowa, and students have
visited the jobsite and learned about jobsite safety and health. By highlighting
the training offered by Holder, additional companies have voiced interest in
offering training to other contractors. This is having a direct impact on
construction safety and health in the Omaha area.
Sixty-one percent of this Partnership's participating companies have experienced
0 accidents while working on this job. Eighty-two percent of the participating
companies have an LWDII rate below the national average for construction. |

Overview: The Partnership will cover the erection of a communications
tower which will serve as the primary broadcast tower for KETV, Omaha, an ABC affiliate. The tower
will be constructed using a guy-wire system and will be approximately 1,365 feet tall. Partners will
embrace a ‘zero-accident' culture, and the Partnership will provide a unique vehicle for training
tower erection workers as well as provide a conduit to other tower erection contractors not directly
associated with this Partnership.
Goals include maintaining a days away rate of at least 10% below the partner's BLS industry average,

Overview: Recognizing that the nursing and personal care industry has one
of the highest injury and illness rates nationwide, this Partnership was formed to reduce these
rates. This effort will focus on four areas of emphasis: 1) overexertion resulting from resident
handling and injuries from slips, trips, and falls, which account for 72% of all cases involving
days away from work in this industry; 2) tuberculosis; 3) workplace violence; and 4) bloodborne
pathogen hazards.
This Association covers 218 of the 232 nursing homes in the state, representing over 90% of the Long
Term Care facilities in Nebraska. The Partnership's goals are to reduce the days away rate by four
percent per year; to reduce injuries/illnesses related to resident handling by four percent per
year; and to provide the Nebraska Healthcare Association with the most up-to-date research,
information, and compliance assistance tools to address the injury and illness problems affecting
the industry.
Results: This partnership currently impacts 45 employers and approximately 2,000 employees. 12
training sessions were provided focusing on topics including safety and health programs, ergonomics,
bloodborne pathogens, tuberculosis, and workplace violence, in addition to a teleconference training
session on tuberculosis and respiratory protection. The 13 sessions impacted 665 employees. |

Overview: Due to the extremely hazardous working conditions encountered by
employees involved in the cleaning and sanitation of meat processing facilities, representatives of
the contract cleaning industry and OSHA have agreed to partner in an effort to reduce workplace
fatalities, injuries and illnesses. Common injuries and illnesses include strains, lacerations,
contusions, burns, fractures, amputations, dermatitis, and crushing. It is the primary purpose of
this Partnership that the participants work cooperatively and collaboratively to reduce fatalities,
injuries and illnesses such as those described above. The Partnership goals are to reduce the days
away rate by four percent and improve existing safety and health management systems.
Results: In 2004, 6 training sessions were provided. Deliberations are continuing on determining the
training needs more specifically in order to better address the issues confronted by the contract
cleaning partners. |

Overview: The Partnership agreement covers the building a new 9,000-foot
runway which is scheduled to open in 2006. The goals are to: maintain the days away rate for this
project for each subcontractor at five percent below the BLS average for the appropriate SIC Code;
have no serious violations during all inspections; and, implement a comprehensive safety and health
management system for the site.
Results: Covering 3 employers and 150 employees, this partnership
experienced a 55% reduction in TCIR rates, from 11.71 in 2004 to 5.35 in 2005. Also, there was a 82%
reduction in the DART rates, from 11.71 in 2004 to 2.14 in 2005. Both of the rates are well below
the national averages for the construction industry. |

Overview: The goal of this Partnership is to ensure that the new St. Louis
Cardinals stadium project will provide a safe work environment for all employees. This effort
addresses the hazards within the construction industry and promotes and recognizes contractors that
demonstrate an effective safety and health management system. The partners will work together to
maintain the lost time incidence rate below the BLS National Average of 3.8 without any fatalities.
All employees will receive safety training, an aggressive fall protection plan will be implemented,
and all subcontractors will be required to submit their safety and health management systems before
commencing work.
Results: Between August 24, 2004 and August 24, 2005, the partnership
achieved a DART rate of .5, which is a reduction of 84% compared with the preceding year's rate of
3.7. This is also considerably below the BLS National Average of 3.1. |

Overview: The roofing industry traditionally has one of the
highest injury, illness and fatality rates in the country. In 2002, roofing companies
experienced a Total Case Injury and Illness Case Rate (TCIIR) of 9.4. The partnership
agreement will focus on reducing or eliminating hazards associated with roofing operations,
including:
- Fall Hazards
- Electrocutions
- Caught-between & struck-by-injuries
With the help of the participating labor organizations, the Roofing and Siding Contractors
Association (RSCA), and the St. Louis and Peoria Area OSHA offices, the roofing industry
will focus on its own concerns and strive for a zero rate of accidents. This would allow
OSHA to leverage its resources by allowing their personnel to focus on other industries in
need of intervention.
The goal of the partnership is to reduce injuries/illnesses reported by 10% by the end of
the third year.
The Roofing and Siding Contractors Association has approximately 29 companies represented,
employing 600-700 workers with its headquarters located in St. Louis, Missouri. |

Overview: This partnering agreement was developed jointly by M.A.
Mortenson, The Builders' Association, and OSHA. The common objective and goal of the agreement are
to provide a safe and healthful work environment for employees involved in the construction
industry and to help prevent serious accidents and fatalities within the industry through

Overview: This partnership is committed to promoting
a high safety standard during construction of the new Chaifetz Arena, St.
Louis University’s new $80.5 million arena. The University, the St. Louis
Building and Construction Trades Council, and the Carpenters’ District Council
of Greater St. Louis and Vicinity have pledged their support for the
agreement.
Clayco, with 250 employees and project subcontractors on site, has agreed to a
goal of zero fatalities and a lost time incidence rate below the BLS national
average. The incidence rate for this partnership is established as 3.4. The
agreement includes safety and health training for all project personnel and
implementation of an aggressive 6-foot fall protection plan. The project will
provide the forum for a pilot Safety Mentoring Program initiative by Clayco,
to assist minority and disadvantaged businesses in the development and
implementation of quality safety programs and the promotion of a positive
safety culture within their organizations. Clayco also has agreed to apply for
approval to OSHA’s Voluntary Protection Programs.
The new arena, a 269,531-square-foot structure located in the city’s midtown
area, will serve as a multi-purpose facility for SLU sports, including
basketball and volleyball. It also will host a variety of other events,
including concerts, shows and commencements. It features 10,600 arena seats
with 12 private suites, a two-court basketball/volleyball practice facility,
and support facilities for the athletic department and all SLU Division I
sports programs. Chaifetz Arena is scheduled for completion in spring 2008.
Results:
Injury and Illness Rates Decrease - Days Away, Restricted and Transfer (DART),
Total Case Incident Rate (TCIR)
The Total Case Incident Rate (TCIR) decreased to 4.9 and their Days Away
(DART) rate decreased to .71. The OSP's TCIR and DART were 17% and 78 percent
below the Bureau of Labor Statistics' (BLS) national average for the
construction industry for year 2006. The project didn’t experience any
fatalities and there were only 10 lost-time accidents out of 382,099 man-hours
worked.
Increased Training Results in Key Industry Hazards Being Identified and Abated
The OSP impacted 12 employers and 350 employees and the project took 382,099
hours to complete. Over the course of the OSP, over 50 supervisors and 350
employees received over 11,000 hours of training. The training helped to
increase management commitment to safety and health and employee involvement.
Specific topics included aerial lift platforms, fall protection, confined
space, hoisting, flag traffic control, hand protection, safety orientation,
respiratory protection, power actuated tools, suspension scaffolds, OSHA
10-hour courses, and weekly Tool Box meetings. It is also important to note
that 1,664 self-inspections were performed resulting in nine serious hazards
being identified and abated. |
