Overview: In response to the highest injury
rate in the Department of Interior, the Park Service has partnered
with OSHA to improve safety and health management systems and reduce
illness and injury rates. Specific goals/objectives of this
partnership were to: improve the safety and health management systems
at NPS Partnership sites; reduce the injury, illness and lost time
case rates at NPS; create and maintain positive relationships and
effective communications between the parks and the local OSHA Area
Offices; build models of excellent safety and health management
systems and identify best practices to foster improvements in worker
safety and health at other parks not covered by the agreement; attain
a stronger commitment to, and awareness of, workplace safety and
health by NPS management and employees; improve relationship between
NPS and OSHA at the national and local levels; and, qualify parks to
participate in OSHA's Voluntary Protection Programs (VPP).
Results: In 2003, this park's DART rate was decreased by 63% because of dramatic
improvements in safety and health performance. Because of this Partnership, all employees
receive safety training and are strongly encouraged to participate in safety related
activities. Additionally, the Partnership has implemented root cause analyses of all
recordable injuries, which has allowed for identification and correction of at-risk
conditions and behaviors. |

Overview:
The Associated General Contractors of America and OSHA partnered to
improve safety and health at construction sites. Goals include annual
reductions of 3% in injuries, illnesses, and fatalities,
implementation of effective safety and health programs at partner
sites and the provision of training to management, supervisors and
employees.
Results:
Partners conducted a total of 575 inspections and eliminated hazards
from their job sites, including: Fall Protection Violations, 167;
Electrical Hazards, 176; Caught Between, 31; and Struck-by, 27.
Approximately 12,000 employees were affected by eliminating these
hazards. This Partnership has allowed AGC staff and AGC member
companies to improve communication with OSHA through participating in
safety and health committee meetings.

contractor conducted 9 training sessions affecting 311 employees on
various subjects including: equipment operation (backhoe, forklift,
bobcat, boom lift, scissor lift); fall protection, scaffolds and
excavation.

violations of OSHA regulations. Employees have taken ownership of the
safety program. As of the 2003 review, participating partners carried
out 1,183 self-inspections and identified and corrected 1,378 hazards. |

Overview: The Partnership's initial focus will be to establish effective training
and education programs directed toward reducing musculoskeletal
injuries/disorders. Its broader goal is the development and
implementation of effective safety and health management systems in
nursing homes.
Results: Partner conducted three work-site hazard assessments as in 2003.
As a result of those assessments, 96 hazards were identified, and as of
the latest review, 90 have been abated. Open items reflect program

Results: From May 1, 2004 to June 9, 2005 the Partner improved

Within this Partnership, the union and administration have formed a close working

compensation costs. ABC member construction companies will use the Safety Training and
Evaluation Process, or "STEP" program in evaluating their safety and health program
performance and their safety and health training programs. The primary goals are to:
reduce by 3% annually the number of injuries, illnesses, and fatalities affecting
participant employers, with an emphasis on reducing injuries and fatalities resulting from
falls, struck-by and caught-in mishaps, and electrocution (focused four construction
hazards); increase the number of construction companies that implement effective safety
programs; decrease worker compensation costs and OSHA penalties for contractor
participants; and, allow OSHA to focus resources on companies that require attention from
OSHA, rather than companies that have demonstrated existence of effective safety programs.
Results: In 2005, this Partnership continued to maintain injury
and illness rates that are less than half the industry average. Additionally, one Partner,
REPCON, is an OSHA Challenge graduate and is actively pursuing VPP participation. |

Overview: The CFAN Expansion, an 110,000 square foot building addition,
will be located at the CFAN manufacturing facility site in San Marcos, Texas. CFAN is an OSHA VPP
Star participant. The project is scheduled to be completed in the second quarter of 2007. During
construction, MST Constructors, Inc. will provide the administration and coordination of
construction contracts and stress and encourage compliance with construction environmental, health
and safety practices. This includes federal, state, local, project and owner rules and
regulations.
In an effort to eliminate serious hazards and achieve a high level of worker safety and health on
the CFAN Project, this partnering agreement will facilitate the process of identifying project
health and safety performance goals; developing plans for achieving those goals; cooperation in
hazard control implementation; and measuring and establishing a vehicle to communicate the
successes and ultimately learning from the process. Beyond the confines of the CFAN Project, it is

The success of this OSHA Strategic Partnership (OSP) will be gauged by
tracking injury and illness rates through annual reports of injuries and
illnesses to determine the reduction, or rate of reduction, of those injuries
