Bryan Arroyo

Bryan ArroyoBryan Arroyo is the Assistant Director for the Endangered Species Program, having previously held the position of Deputy Assistant Director.  Previously, he was the Assistant Regional Director for Ecological Services in the Southwest Region since December 1998.  As Assistant Regional Director, Bryan led regionwide implementation of the Endangered Species Act, Environmental Contaminants, Federal Activities, Habitat Conservation, Partners for Fish and Wildlife, and the Coastal Program.  He managed the program’s appropriations (average $20 million) and had oversight of over 200 employees regionwide.

Bryan’s 17 years of experience with the Service includes assignments at field, regional, and national offices.  These include a 1990 appointment as a student trainee with the Service’s field office in Arlington, Texas.  In 1991, he was appointed to a full time permanent position in that office and then transferred to the Service’s field office in Austin, Texas.  There he served as a Fish and Wildlife Biologist conducting project reviews under the Endangered Species Act and National Environmental Policy Act.  In 1994, he transferred to the Service’s headquarters office in Arlington, VA where he worked primarily in policy and budget development.  Bryan also served as acting Field Supervisor in Panama City, Florida; acting Deputy Regional Director in Region 3 (Minneapolis, Minnesota); and most recently as acting Deputy Assistant Director and Assistant Director for Endangered Species.

In May 2006, he received OPM certification for the DOI SES Candidate Development Program.  As part of the program, he completed developmental assignments with the National Association of Home Builders and the White House’s Council on Environmental Quality in Washington, DC.  He also completed Harvard University’s Senior Executive Fellows program. 

Born in New York City and raised in his parent’s natal Puerto Rico, Bryan attended the public school system in Puerto Rico, graduating from Ponce High School in 1982.  He attended Catholic University of Puerto Rico and graduated in 1988 with a bachelor’s degree in science with a major in biology.  In 1991, he earned a master’s degree in science with a major in zoology from the University of Arkansas. Bryan is an outdoor enthusiast and particularly enjoys hiking, fishing, and nature photography.
