U.S. Labor Department awards $10.1 million for safety and health training grants

WASHINGTON -- The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) today awarded more than $10.1 million in Susan Harwood Training Grants to 55 nonprofit organizations for safety and health training and educational programs.

"Outreach and education are at the heart of our compliance assistance efforts for employers and employees," said Assistant Secretary of Labor for OSHA Edwin G. Foulke Jr. "The Harwood grants will help OSHA expand its educational resources to protect working men and women."

The Susan Harwood Grants support workplace safety programs and the development of training materials to educate employees in high-hazard industries, those with limited English proficiency, those who are hard-to-reach and those in industries with high fatality rates, as well as small business employers.

The grants support training programs to educate employees on targeted topics such as construction hazards; general industry hazards; and other safety and health topic areas including pandemic flu and driver safety.

The training grants are named in honor of the late Susan Harwood, a former director of the Office of Risk Assessment in OSHA's health standards directorate, who died in 1996. During her 17-year tenure with the agency, Harwood helped develop OSHA standards to protect employees exposed to bloodborne pathogens, cotton dust, benzene, formaldehyde, asbestos and lead in construction.

The university will develop and implement a training program on motor vehicle safety targeting farm employees in California agriculture. The program will provide on-site training at 20 locations and offer four train-the-trainer courses. Materials will be posted on several Web sites.
State Building and Construction Trades Council of California	Sacramento	Calif.	$179,972	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The council will work with employer organizations, unions, labor-management apprenticeship programs, and day labor support centers in California to provide train-the-trainer training on Focus Four construction hazards. Two courses will be conducted in English and two in Spanish, training 50 new trainers. The new trainers will conduct training at their worksites and in apprenticeship classes, reaching approximately 760 employees. Some existing training materials will be modified and enhanced. Tailgate fact sheets in English and Spanish will be both highly visual and appropriate for low-literacy employees and will be posted on the Council's Web site.

Laborers-AGC Education & Training Fund	Pomfret Center	Conn.	$194,500	Construction	Excavation and Trenching
Laborers-AGC proposes to conduct eight hour-long Trench and Excavation Safety Training for construction craft laborers. Approximately 117 training courses will be conducted for an estimated 936 employees at 14 training sites throughout the United States. It will also translate its recently updated Trench and Excavation Safety module into Spanish.
American National Red Cross	Washington	D.C.	$268,703	General Industry	Influenza Pandemic
The grantee will plan and conduct a one and one-half hour influenza pandemic seminar for small business employees at their worksites in select cities nationwide. The Red Cross will train employees to act as facilitators. Training materials will include a Leader's Guide, PowerPoint presentation, DVD, and a resource CD-ROM.

The grantee will bring together leading associations to conduct training for the heavy highway construction industry. Partner organizations include the ARTBA Transportation Development Foundation and the National Asphalt Pavement Association. ARTBA will enhance existing curricula by expanding the Focus Four construction modules covering falls, electrocutions, caught-in and struck-by hazards. Some existing training modules will be translated into Spanish and Portuguese. Training will be conducted nationwide, reaching approximately 500.
International Union of Operating Engineers National Training Fund	Washington	D.C.	$321,946	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The union will develop a one-hour training module and "toolbox talks" covering highest risk activities for each of the Focus Four construction hazards. This program will be incorporated into all of the Fund's current training programs. It will be presented to 225 master instructors who will conduct the training at their local unions. The grantee will also develop a guidance document on the development and effective use of toolbox talks.
Roofers and Waterproofers Research and Education Joint Trust	Washington	D.C.	$102,950	Construction	Residential and Commercial Roofing, including Falls
The grantee will offer 10-hour safety and health courses for roofers in 10 cities nationwide, reaching 400 employees and employers. Existing English/Spanish training materials will be upgraded, and new materials developed to convert a self-paced residential roofing fall protection training module to instructor-led. An associated trainee booklet, a weather hazards training module, and an updated instructor's guide will also be produced.
United Food and Commercial Workers International Union	Washington	D.C.	$60,686	General Industry	Nighttime Sanitation/Maintenance
The union will develop and test low-literacy training materials in English and Spanish addressing the recognition and prevention of safety hazards for third-shift sanitation and maintenance employees and their supervisors. The training program will be conducted for minority and non-English-speaking employees and their supervisors at meatpacking, poultry, and food processing plants in seven states.
Utility Workers Union of America	Washington	D.C.	$211,996	Construction	Excavation and Trenching
The union will develop, conduct and evaluate excavation and trenching training for employees, managers and supervisors involved in wastewater treatment; gas distribution; water purification and distribution; and electrical and steam power transmission and distribution. A train-the-trainer course will be conducted for 20 worker-trainers, and the union will assist those new trainers in conducting training back at their worksites. Additional training courses will be conducted for union leaders. Approximately 650 individuals will be trained under this grant.
Indian River Community College	Fort Pierce	Fla.	$217,121	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The college will develop and conduct 10-hour and 30-hour construction outreach training specifically addressing Focus Four construction hazards. Twenty-five courses will be conducted in English or Spanish in four Florida counties, reaching approximately 540 individuals. Efforts will be made to recruit small businesses and vulnerable employees for this training.
Tallahassee Community College Board of Trustees	Tallahassee	Fla.	$182,489	Construction	Residential Construction Safety and Health, including Falls
The college will conduct training for employers and employees in the Florida masonry industry on residential construction general safety and health hazards, including falls. The masonry industry program will use existing training materials for this project. Eighteen two-hour worksite training sessions will be conducted in English and Spanish for 400 masonry professionals and vendor employees. In addition, four five-hour train-the-trainer sessions will be conducted for 75 supervisors. The trainer sessions will include the delivery of a customized module of an occupational Spanish course designed specifically for the non-Spanish speaking site supervisor.
University of Florida	Gainesville	Fla.	$135,981	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The university will partner with two other associations to develop and conduct training addressing Focus Four construction hazards to employers and employees performing post-disaster reconstruction work. Twelve four-hour training sessions, available in English, Spanish and via the Internet, will be conducted in coastal states in OSHA Regions IV and VI, reaching approximately 360 individuals.
Workplace Safety Awareness Council	Fort Meade	Fla.	$188,285	General Industry	Electrical Hazards, including Arc Flash
The council will develop electrical hazards training materials in English and Spanish. Training materials will include PowerPoint lessons, a workbook and toolbox training handouts with quizzes. The grantee will conduct 15 four-hour training sessions throughout the southeast. Training will be provided to 500 individuals. Materials will be available on the council's Web site for two years.
Georgia Tech Applied Research Corporation	Atlanta	Ga.	$194,370	General Industry	Influenza Pandemic
The university will create two influenza pandemic training modules. One module is for small businesses and the other for the long-term healthcare industry. Classroom-based training will be provided to 1,000 individuals throughout Region IV. Training materials in English and Spanish will be available on CD-ROM and the Internet.
Georgia Tech Applied Research Corporation	Atlanta	Ga.	$118,075	General Industry	Nighttime Sanitation/Maintenance
The university will develop and conduct training for third-shift sanitation and maintenance employees in the poultry processing industry, focusing on energy control and confined space hazards. Six train-the-trainer courses will be conducted at three different locations. The new trainers will receive a copy of the materials in English and Spanish on CD for their use in training at their worksites. Three bilingual courses for poultry employees at small businesses in Georgia will also be conducted. Free employee training materials will be accessible from the Web.
City Colleges of Chicago - Harry S. Truman College	Chicago	Ill.	$166,860	General Industry	Powered Industrial Vehicles
The college will develop a bilingual forklift safety training program. The training will be conducted for 400 Hispanic employees and will incorporate best practice methods for Spanish-speaking adults with limited English proficiency. The training will include classroom and hands-on components. Forty-five training classes will be conducted in the Chicago metro area targeting small business warehouse employees.
Construction Safety Council	Hillside	Ill.	$321,032	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The council will develop a basic construction safety training system based on modules targeted to vulnerable construction employees. The modules will cover Focus Four construction hazards, as well as lead, silica and asbestos hazards. They will be available in English, Spanish and Polish. Beta test training will be conducted and the safety training system will be disseminated as a training kit. The kits are intended to be used by faith- and community-based organizations for training at-risk employees.
Hispanic American Construction Industry Association	Chicago	Ill.	$170,270	Construction	Residential Construction Safety and Health, including Falls
The association will conduct training addressing residential construction hazards utilizing some existing training materials. Fifteen five-hour sessions will be delivered to approximately 400 Hispanic and other construction employees in metropolitan Chicago. Seven courses will be presented in Spanish, four in English, and four as bilingual training sessions.
Illinois Manufacturing Extension Center	Peoria	Ill.	$225,000	General Industry	Nighttime Sanitation/Maintenance
The grantee will develop training modules focusing on general industry nighttime sanitation and maintenance hazards, including lockout/tagout and confined space hazards, for small manufacturers and other high-hazard small businesses. The training program will be delivered to approximately 340 employees from 30 Illinois companies.
National Roofing Contractors Association	Rosemont	Ill.	$181,816	Construction	Residential and Commercial Roofing, including Falls
The association will conduct its OSHA 10-hour roofing safety program in English and Spanish at eight different cities across the United States, reaching approximately 400 employees. Training materials previously developed under a Harwood grant will be expanded to include information on exposure to silica and lead.
National Safety Council (NSC)	Itasca	Ill.	$208,130	General Industry	Electrical Hazards, including Arc Flash
The council will develop new train-the-trainer course materials addressing electrical hazards for small business participants. Resources will include a participant manual and facilitator and reference materials. NSC chapters will conduct 30 one-day training sessions nationwide for 510 participants including employers, supervisors and employees.
Non-Ferrous Founders Society	Park Ridge	Ill.	$131,980	General Industry	Electrical Hazards, including Arc Flash
The society will develop course materials on electrical hazards, targeted to small business owners in the ferrous and non-ferrous cast metals industry. Nine full-day seminars will be held in locations across the country. Three two-hour Web-based seminars will also be presented. The grantee will train 275 individuals. Course materials will be available on NFFS' Web site in English and Spanish.
North American Die Casting Association	Wheeling	Ill.	$82,274	General Industry	Combustible Dust
The association will develop combustible dust safety training materials in both English and Spanish for die casting facilities. Materials will include a PowerPoint presentation and a 25-minute video of die casting operations showing safe/unsafe conditions and best work practices. Materials will be available online and on an interactive DVD.
Purdue University North Central	West Lafayette	Ind.	$198,360	General Industry	Electrical Hazards, including Arc Flash
The university, in collaboration with the Construction Advancement Foundation, will design and teach courses on electrical hazards for general industry and construction audiences throughout Indiana. Materials will be developed in English and Spanish. Training will be provided to 505 individuals.
Western Iowa Tech Community College	Sioux City	Iowa	$174,983	General Industry	Process Safety Management/ Refineries
The college will develop and pilot test a process safety management (PSM) course for small-to-medium scale, rural biorefinery plants producing ethanol and biodiesel fuels in Iowa, South Dakota and Nebraska. The program will focus on recognition of potential health and environmental hazards, and how to implement an effective PSM safety plan and incident response plan.
Kansas State University	Manhattan	Kan.	$194,592	General Industry	Powered Industrial Vehicles
The university will deliver powered industrial vehicle safety training to hard-to-reach small businesses. The target audiences are English- and Spanish-speaking employers and employees working in landscaping, nurseries, golf courses, food manufacturing, farm product warehouses, and farm supply merchant wholesaling. Thirty-five courses will be conducted for approximately 1,000 trainees in four states.
Maysville Community and Technical College	Maysville	Ky.	$140,379	Construction	Residential and Commercial Roofing, including Falls
The college will develop a four-hour residential and commercial roofing hazard training program and handbook in English and Spanish. The training will be presented at the college's 2008 Roofing Safety Conference and at 17 job sites. The grantee will target its recruiting efforts to reach small, rural, underserved residential and commercial roofing contractors and their employees in a 17-county service area of northeastern Kentucky.
West Kentucky Community & Technical College	Paducah	Ky.	$128,557	General Industry	Influenza Pandemic
The college will provide influenza pandemic training to small businesses. The grantee will partner with the Kentucky Department of Health and local chambers of commerce. The plan is to train 500 individuals in multiple Kentucky counties. Training will be presented in English and Spanish and include train-the-trainer materials.
National Association of Home Builders Research Center	Upper Marlboro	Md.	$241,248	Construction	Residential Construction Safety and Health, including Falls
The grantee will conduct 40 four-hour training sessions in the 20 top home building markets across the United States on identifying and avoiding fall hazards in residential construction. Training materials developed under a previous Harwood grant will be utilized for this project. Five of the training sessions will be conducted in Spanish and 35 in English.
University of Maryland-Maryland Fire and Rescue Institute	College Park	Md.	$169,147	Construction	Excavation and Trenching
The grantee will design and conduct a one-day training course to address OSHA requirements for the competent person at excavation sites. Training materials will be available in English and Spanish and include interactive models and hands-on activities. Twenty classes will be conducted in English and ten in Spanish within OSHA Region III states.
International Union, United Auto Workers	Detroit	Mich.	$122,963	General Industry	Electrical Hazards, including Arc Flash
The union will update existing curricula to reflect new OSHA electrical standards. Training materials will be translated into Spanish. Electrical hazards training will be provided to 472 employees through 21 courses, including one train-the-trainer course. The grantee will provide technical assistance to 12 facilities. Training materials will be available on the Web.
South Central College	North Mankato	Minn.	$174,975	Construction	Excavation and Trenching
Through the college's Midwest Excavation and Trenching Safety Project, 30 excavation safety courses will be conducted in English and Spanish for 375 participants in Minnesota, I owa, North Dakota, South Dakota and Wisconsin. The college will upgrade its existing curricula with additional video, audio, interactivity and handouts. The eight-hour excavation safety course is comprised of four hours of classroom training and four hours of hands-on experience using a trench trailer simulator.
Tree Care Industry Association Inc.	Manchester	N.H.	$159,555	General Industry	Electrical Hazards, including Arc Flash
The association will use existing written and video training materials on avoiding electrical hazards to train small business employers and employees. The grantee will conduct 12 electrical hazards awareness workshops and three train-the-trainer courses. Training will be provided for 1,620 individuals. Workshops and training materials will be available in English and Spanish.
University of Medicine and Dentistry of New Jersey-School of Public Health	Piscataway	N.J.	$189,801	General Industry	Nighttime Sanitation/Maintenance
The university, in collaboration with two other organizations, will create a bilingual training program in English and Spanish for nighttime sanitation and maintenance third-shift employees. The training will focus on confined space, lockout/tagout, hazard communication, and other hazards associated with third-shift work. Thirty-two training programs will be presented in New Jersey, reaching approximately 660 employees.
Central New York Council on Occupational Safety and Health (COSH)	Syracuse	N.Y.	$155,623	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The council, in collaboration with other COSH groups, will develop training materials and conduct training for vulnerable employees. Educational booklets and a trainer's guide in English and Spanish will be developed for use in courses addressing electrocution, fall, caught-in and struck-by hazards in construction. Training will be conducted in New York, Connecticut and Massachusetts, reaching approximately 1,290 employees.
Erie Community College	Orchard Park	N.Y.	$107,369	Construction	Residential Construction Safety and Health, including Falls
The college will develop and deliver three distinct training courses on residential construction hazards targeted to different training audiences. Thirty eight-hour courses will be conducted for employees; 10 12-hour courses will be conducted for foremen, supervisors and managers; and two 16-hour trainer courses will be presented. The grantee projects reaching 664 individuals with their training programs. Training materials will be developed in English and Spanish, and made available on CD and on the Web site as a distance learning option.
Retail, Wholesale and Department Store Union	New York	N.Y.	$159,962	General Industry	Food Processing Health Hazards
The union will develop food processing health hazard training materials on food flavoring additives, application of sanitation chemicals, and ergonomics. Training will be specific to individual sites, and sessions will vary in length. Training will be presented to 1,000 individuals in six states.
The Research Foundation of SUNY on behalf of the University at Buffalo	Buffalo	N.Y.	$174,984	Construction	Residential Construction Safety and Health, including Falls
The university will assemble existing Spanish training materials addressing residential construction safety and health hazards, including falls. OSHA 10-hour construction outreach courses, tailored to residential construction, will be conducted in both English and Spanish for Hispanic construction employees in Western New York. The training team will select 50 employees from these classes for more advanced training which will prepare these individuals to be peer trainers and to teach one or two topics each in the 10-hour construction outreach courses. Approximately 200 employees and 50 trainers will be recruited and trained.

Philadelphia Area Project on Occupational Safety and Health	Philadelphia	Pa.	$183,525	Construction	Residential Construction Safety and Health, including Falls
The grantee will conduct training addressing residential construction general safety and health hazards, emphasizing fall protection for small construction contractors in the Philadelphia metropolitan area. New and existing training materials in English and Spanish will be used for this program. Twenty four-hour training sessions will be conducted for approximately 500 employees.
Steelworkers Charitable and Educational Organization	Pittsburgh	Pa.	$165,096	General Industry	Process Safety Management/ Refineries
The organization will design, conduct and evaluate training courses on process safety management for employees, joint health and safety committee members, and union and management officials working in oil refineries across the United States. New and existing training materials will be used for courses varying in length by target audience. Approximately 830 individuals are expected to be trained under this project.
University of Puerto Rico - Medical Sciences Campus	San Juan	Puerto Rico	$239,981	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The university will develop seven training modules in English and Spanish addressing Focus Four construction hazards, and ergonomics, noise and airborne contaminants. A DVD of the training materials will be available. Approximately 1,350 construction employees in Puerto Rico, the U.S. Virgin Islands, and Florida will receive in-person training.
University of Puerto Rico-Rio Piedras Campus	San Juan	Puerto Rico	$192,146	General Industry	Food Processing Health Hazards
The university will develop a three-hour bilingual awareness course for low-literacy employees on health hazards in food processing. Electronic and hard copies of the training materials will be available in English and Spanish. The training will include a train-the trainer program. This grantee will provide training for 615 individuals throughout Puerto Rico.
Construction Safety and Health Inc.	Austin	Texas	$167,262	Construction	Residential Construction Safety and Health, including Falls
The grantee will develop training materials in English and Spanish addressing residential construction hazards with an emphasis on fall protection. Six two-day train-the-trainer courses will be presented for 90 supervisors or team leaders, and 24 four-hour courses will be presented to 960 employees of small residential construction companies in Texas.
Texas Engineering Extension Service	College Station	Texas	$458,798	General Industry	Process Safety Management/ Refineries
The grantee will develop two new courses in addition to offering several existing process safety management courses targeted to employees, employers and contractors working at chemical and oil refineries. Forty-six courses will be conducted for approximately 600 students in OSHA Region VI.
United States Hispanic Contractors Association Inc.	Austin	Texas	$175,000	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The association will conduct two different types of training on focus-four construction hazards. Using training materials developed under a previous Harwood grant, the association will conduct four train-the-trainer sessions for 100 supervisors and employers, and conduct 16 training sessions for 400 Hispanic construction employees in Texas. Materials and training will be available in English and Spanish.
University of Texas at Arlington	Arlington	Texas	$145,131	Construction	Excavation and Trenching
The grantee will develop and conduct training in both English and Spanish on abating excavation and trenching hazards. The four-hour training program includes a one-hour trench safety equipment field exercise. Twelve courses will be conducted in major metropolitan areas within OSHA Region VI states, reaching approximately 360 employees.
Associated General Contractors of America (AGC)	Arlington	Va.	$243,000	Construction	Focus Four (falls, electrocution, caught-in and struck-by)
The association will conduct training on Focus Four construction industry hazards for contractors and their employees. Utilizing training materials developed under a previous Harwood grant, it will conduct 26 eight-hour Focus Four construction hazard training sessions at 12 AGC chapters and national safety committee meetings, reaching approximately 1,200 contractor employees. Additionally, 1,500 educational CDs in English and in Spanish will be distributed as educational materials to complement the training seminars.
Boat People S.O.S.	Falls Church	Va.	$187,824	General Industry	Influenza Pandemic
The organization will develop and conduct one-hour influenza pandemic training in Vietnamese in select cities nationwide. Training is geared toward high-risk industries, including convenience stores and dry cleaners. The plan provides training for 750 individuals. It includes in-person training, Web materials, and community outreach.
Environmental Research and Education Foundation	Alexandria	Va.	$183,000	Other	Driver Safety, Work-Related
The foundation plans on developing and presenting 2-hour driver safety training to refuse collection vehicle drivers and spotters. The training will include classroom and refuse truck simulator components. Written materials will cover space management and communication techniques. Training will be provided to 384 individuals in 12 major cities nationwide.
Edmonds Community College	Lynnwood	Wash.	$115,065	Other	Native American Safety and Health
The college will partner with the Tulalip Tribe to develop culturally based safety education impacting tribal employees working in construction, hospitality/tourism, and the office environment. The grantee will establish an occupational safety training resource center on the Tulalip Reservation. Six training modules of varying lengths will be developed and available online in the resource center.
West Virginia University Research Corporation	Morgantown	W.Va.	$135,745	Construction	Residential Construction Safety and Health, including Falls
The university will conduct safety and health training in English and Spanish for residential construction employees installing modular and manufactured homes. The grantee will revise and enhance training materials previously developed under another Harwood grant. Nineteen four-hour courses will be conducted for 285 employees throughout OSHA Region III states, and four train-the-trainer sessions will be conducted for 100 attendees at the Region III Modular Home Industry conferences. Training materials will be downloadable from the Web and available on DVD.
West Virginia University Research Corporation	Morgantown	W.Va.	$128,091	General Industry	Electrical Hazards, including Arc Flash
The university will use new and existing training materials in English and Spanish to conduct 20 three-hour courses on electrical hazards. Training will be provided for 300 individuals working in electrical and maintenance operations. Training materials will be downloadable from the Web and available on DVD.

The university's safety and health extension will develop a four-hour influenza training program for healthcare professionals and staff at small hospitals and healthcare facilities. The training will be conducted in English and Spanish. Materials will include a PowerPoint presentation, an employee training manual, and a train-the-trainer manual which can be downloaded from the grantee's Web site. Training will be presented to 400 individuals throughout OSHA Region III.
