$5 Million Targeted to Gulf Coast Hurricane Recovery Safety Training WASHINGTON -- The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) today awarded more than $10.3 million in Susan Harwood Training Grants to labor unions, community colleges and other nonprofit organizations for safety and health training and educational programs. The grant announcement includes $5 million for Disaster Response and Recovery Training Grants to provide critical health and safety training for workers who are engaged in disaster response, clean-up and rebuilding activities in the hurricane-impacted Gulf States region. The grants will help train workers to avoid hazards related to confined spaces, electrical work, construction, hand and power tools, heavy equipment operation, slips, trips and falls, mold, water contamination, respiratory, chemical and biological hazards, and animal and insect bites. "These grants are being awarded to ensure that workers in the Gulf Coast cleanup and recovery efforts are operating in a safe and healthy environment," said Secretary of Labor Elaine L. Chao. "Much of the recovery work will involve heavy equipment and hazardous situations where the training these grants provide will enable workers to do their jobs more safely." OSHA awarded additional grants in three categories: OSHA Training Materials Development Grants support the development, evaluation and validation of training materials for construction, work-related transportation hazards and other safety and health areas of interest; Targeted Topic Training Grants support training for construction and general industry hazards, and Institutional Competency Building Grants help nonprofit organizations expand their safety and health training, education and outreach to assist workers on an ongoing basis. "These funds open new opportunities in providing quality training for non-English speaking workers and others who work in high-hazard jobs," said Acting Assistant Secretary of Labor for Occupational Safety and Health Jonathan L. Snare. "The grants offer opportunities to train employees in targeted occupational safety and health topics and develop practical, user-friendly materials and curricula that will benefit workers in the future." For more information, visit www.osha.gov. 2005 Susan Harwood Training Grants Disaster Response and Recovery The following grantees will develop and provide training materials and conduct training that addresses occupational safety and health hazards that may be encountered by workers, supervisors, and employers involved in natural disaster hurricane site response and clean-up activities in the Gulf States region. Construction Safety Council, Hillside, Ill. $761,000 Georgia Tech Research Corporation, Atlanta, Ga. $400,000 International Union of Operating Engineers, Washington, D.C. $999,000 The Finishing Trades Institute, Washington, D.C $400,000 (International Union of Painters & Allied Trades and the Finishing Contractors Association) Laborers-AGC Education and Training Fund , Pomfret Center, Conn. $750,000 Texas Engineering Extension Service (TEEX), College Station, Texas $450,000 Carpenters International Training Fund (Las Vegas), $990,000 (United Brotherhood of Carpenters & Joiners of America) Utility Workers Union of America, Braintree, Mass. $250,000 Training Materials Development Grants (New Grants) Construction Labor-Management Construction Safety Alliance, Boston, Mass. The grantee will develop a four-hour training program on the recognition and prevention of frequently-cited hazards, suitable for training all levels of construction workers. Materials include a bilingual, interactive DVD in English and Spanish designed for instructor-led training which includes an instructor's guide, student handouts and a computer presentation. $160,000. National Roofing Contractors Association, Rosemont, Ill. The association will develop four safety training kits in English, Spanish and Polish on falls and struck-by hazards for roofing contractors to use in classroom training. Kits include a hazard-specific DVD/video component, instructor's guide, student manual, safety poster, field guide and completion certificate. New safety videos will be developed for train-the-trainer, fall protection, caught-in and struck-by modules, and an existing electrical video will be translated into Polish. $163,589. Organization of Hispanic Contractors, Irving, Texas. The organization will develop bilingual training materials for the construction industry on falls, electrocution, caught-in and struck-by hazards. Products include interactive computer-based program for classroom or independent study, PowerPoint picture-based classroom materials and a pocket digest listing industry standards and definitions. $199,520. Roofers and Waterproofers Research and Education Joint Trust Fund, Washington, D.C. The grantee will develop three training modules to complete its bilingual roofing-specific 30-hour Construction Outreach course. Products include three macromedia instructor presentation modules on electrical safety, fall protection, and OSHA standards; two new trainee booklets on electrical safety and OSHA standards; and an upgraded chapter in the electrical safety instructor manual on powerlines/lightning. $55,776. Transportation Employers Association Inc., Plymouth, Minn. The grantee will develop materials tailored to small employers on the prevention of work-related motor vehicle fatalities and accidents. The program will include information for employers and workers on recogntion of potential transportation safety and operational hazards. $86,497. Other Safety and Health Topic Areas Medical College of Wisconsin, Milwaukee, Wis. The college will target vulnerable workers conducting community outreach activities for community-based/faith-based organizations. Materials include a training module; a training video for trainers on safety and health training methods and a teaching tool for use in training vulnerable workers; binder with resources and training scenarios; brochure; and an evaluation tool. Training materials will be available in English, Spanish and Hmong. Focus is on hazards related to transportation, violence, communicable respiratory diseases, slips and falls, and lifting-pushing-pulling. $196,245. Montana Nurses Association, Helena, Mont. The association will develop a workplace violence prevention training program targeted to small business rural and frontier health care providers and their employees. The program will address identification, assessment and types of action plans needed to deal with workplace violence in rural Montana. Products include a self-study manual, Web-based self-study training, and workshops. $200,000. Targeted Topic Training Grants (New Grants) Construction American Road and Transportation Builders Association, Washington, D.C. The grantee will customize construction highway safety training programs using insurance data. Training will be held in eleven geographic areas of need and conducted in Spanish as necessary. $149,085. Associated General Contractors of America, Alexandria, Va. The grantee will develop and deliver training and CDs in English and Spanish on preventing frequently-cited construction hazards. It will conduct 26 eight-hour sessions at 14 locations nationwide. $253,000. South Central College, North Mankato, Minn. The college will provide classroom excavation and trenching safety training and hands-on experiences using a trench trailer simulator for small businesses and rescue personnel. In addition, the grantee will upgrade curriculum with additional video, audio and visual learning for the classroom and utilize a simulator designed to allow the trench side walls to move and simulate a trench collapse. $189,237. Regents of the University of California, University of California - San Diego, La Jolla, Calif. Grantee will teach its five-day course on mobile crane safety to 45 crane operators and individuals responsible for the set-up, operation and maintenance of cranes. Classes will be held in California, Arizona and Nevada. $149,831. General Industry Forest Industry Safety and Training Alliance Inc., Rhinelander, Wis. Grantee will conduct training for small businesses on general industry hazards in landscaping and horticultural services in a multi-state program targeted to the non-English speaking community. $168,530. Non-Ferrous Founders' Society, Park Ridge, Ill. The grantee will develop bilingual training materials and conduct lockout /tagout training seminars for small business owners and their employees in the cast metals industry. Lockout/tagout renders machinery inoperable during maintenance and repair. Students attending training will receive a CD-Rom of the bilingual materials and a written lockout/tagout compliance program. $79,000. Institutional Competency Building Grants (Renewal Grants)
