WASHINGTON, DC -- Improving the safety and health of employees in the telecommunications and broadcast tower erection industry is the focus of a national strategic partnership signed today between the Occupational Safety and Health Administration (OSHA) and the National Association of Tower Erectors (NATE). "This partnership is quite timely since the high demand for wireless communications and broadcast services has fueled the construction, service and maintenance of towers throughout the country," said Assistant Secretary of Labor for Occupational Safety and Health Edwin G. Foulke Jr. "It will allow us to work cooperatively and channel our resources into eliminating hazards and preventing serious accidents and fatalities." Added Patrick Howey, NATE's executive director: "We are excited that NATE and OSHA have been able to develop this program together. We are looking forward to implementing this partnership and continuing our joint efforts to improve safety and health for tower climbers." The partnership's goal is to reduce the percentage of injuries, illnesses and fatalities to a rate below the national average for the tower erection industry. It also seeks to recognize participants who successfully achieve those reductions and to increase awareness among OSHA's compliance safety and health officers about industry hazards. OSHA will help NATE in providing assistance to participants on improving safety and health management systems. In addition, where resources allow, OSHA will participate in NATE training sessions and meetings, and provide access to various training resources including those available through OSHA Training Institute and Education Centers courses. The three-year agreement will be reviewed annually to ensure that the partnership remains on track and successes are shared. It can be modified at any time, and renewed at the end of the three-year term. NATE is a nonprofit trade association representing employers who erect, service and maintain telecommunication and broadcast towers. NATE previously entered into a regional partnership with OSHA's Chicago Region in December 2001. Since OSHA's Strategic Partnership Program began in 1998, it has formed more than 420 partnerships, impacting more than 33,000 employers and almost 1 million employees across the United States. Under the Occupational Safety and Health Act of 1970, employers are responsible for providing a safe and healthful workplace for their employees. OSHA's role is to assure the safety and health of America's working men and women by setting and enforcing standards; providing training, outreach, and education; establishing partnerships; and encouraging continual process improvement in workplace safety and health.
