NEW YORK -- The Department of Labor's Occupational Safety and Health Administration's Manhattan area office and Hi-Rope Corporation (HRC) of New York have formed a strategic alliance to use their expertise to foster a culture of safety, share best practices and increase technical knowledge about preventing falls in hazardous occupations. OSHA Health and Safety partnerships are part of Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of workers through cooperative partnerships of labor unions and employers. "This alliance is an example of Secretary of Labor Elaine L. Chao's commitment to foster compliance assistance for workers and employers to improve health and safety for workers," said Richard Mendelson, OSHA's area director in Manhattan. "This alliance focuses on how to prevent falls using two key methods: industrial rope access and tensioned netting systems." The industrial rope access system is designed with a self-rescue component that can be used in a variety of elevated work environments, such as construction, steel erection, and bridge painting. HRC will train OSHA personnel and industry safety and health professionals in the proper use of industrial rope access and tensioned netting systems. Together, OSHA and HRC will provide information and best practices to employers that deploy the industrial rope access system and also to any interested parties involved in developing employee fall prevention methods. The alliance participants will work to achieve outreach and communication goals and will develop workplace safety and health training curricula emphasizing fall prevention methods Under the alliance, OSHA and HRC will encourage employers that use industrial rope access and tensioned netting systems to participate in cooperative programs offered by OSHA, including compliance assistance, voluntary protection programs, consultation, and SHARP (Safety and Health Achievement Recognition Program). In addition, HRC staff will act as mentors to industrial rope access worksites that aspire to excel in workplace safety and health. The alliance signatories for OSHA included New York Regional Administrator Patricia K. Clark, and Manhattan Area Director Richard Mendelson. James Grosset, Vice President of Operations, signed on behalf of Hi-Rope Corporation. An implementation team, representing both organizations, will develop an action plan, determine working procedures, and identify the roles and responsibilities of the participants. The team also will track and share information on activities and results in achieving the alliance's goals. The agreement will remain in effect for two years and can be modified at any time with the concurrence of both signatories. Either can terminate the agreement with 30 days notice. OSHA will afford the opportunity for representatives of the Occupational Safety and Health State Plan Association and the Association of State Consultation Projects to participate as well.
