Press Statement Sean McCormack Washington, DC September 19, 2008
Russia/Georgia: Deploying EU and OSCE International Mechanisms We commend the European Union’s strong commitment to deploying an independent mission of at least 200 individuals by October 1. A quick agreement on a robust mission is needed to permit OSCE monitor deployments without delay. International monitors must have access to the entire region of conflict, including South Ossetia and Abkhazia, in accordance with the six-point cease-fire agreement. We expect Russia’s full compliance in redeploying forces to their pre-August 7 positions and numbers within 10 days of the EU deployment.
Monitors are needed urgently to verify reports of violence and forced displacement of ethnic Georgians in areas controlled by Russian forces, and to confirm whether Russia is honoring its responsibility to protect all residents, facilitate the safe return of displaced persons, and allow free flow of humanitarian aid.
A lasting solution to the conflict must include respect for Georgia’s sovereignty and territorial integrity within its internationally recognized borders, as articulated in UN Security Council Resolutions, and the safe return of all displaced persons.
