Global Initiative To Combat Nuclear Terrorism--Japan Hosts Counterterrorism Seminar

As Co-Chairs of the Global Initiative, the U.S. and Russia are pleased to note that Japan has recently hosted an Experts Seminar on the Promotion of Accession to the International Counterterrorism Conventions and Protocols. A total of fifteen nations, including three current partner nations participated in the Seminar, which focused on promoting and assisting participants' efforts to sign, ratify, and implement counterterrorism conventions and protocols. The Government of Japan has also recently hosted two other events which support the implementation of the Global Initiative Statement of Principles; a Seminar on Strengthening Nuclear Security in Asian Countries; and Asian Senior-level Talks on Non-Proliferation (ASTOP).

On July 15, 2006, Presidents Bush and Putin jointly launched the Global Initiative to Combat Nuclear Terrorism (Global Initiative). Since this announcement, Global Initiative participants met in Rabat, Morocco, in October 2006 to agree on a Statement of Principles and in Ankara, Turkey, in February 2007 to establish an initial Plan of Work for 2007-2008.

Russia and the United States commend Japan for taking a leadership role in hosting and organizing these activities. Global Initiative activities help partner nations build capacity and develop best practices to combat the evolving threat of nuclear terrorism.
