The agreement calls for contract language requiring commitment to safe practices to bid on state-funded highway work. OSHA provides outreach to contractors and training to state personnel, and all partners work together to identify and correct hazards. Results: Work zone safety conferences were provided to stakeholders. The annual 1-day conference included training sessions for approximately 300 attendees. The conferences are held for professionals and contractors. The number of annual attendees continues to grow. New Jersey Pilot Silica Partnership #43     Partners: New Jersey Department of Transportation New Jersey Department of Health and Senior Services New Jersey Department of Labor; Utilities and Transportation Contractors Association (UTCA); Laborers International Health and Safety Fund; National Institute for Occupational Safety and Health (NIOSH) Date Signed: March 30, 1999 Date Concluded: January 9, 2008 Contact Information: Parsippany Area Office, (973) 263-1003 or Regional Partnership Coordinator   Overview: Several major highway construction contractors, unions representing their employees, and government agencies have partnered to control silica hazards in the heavy highway construction industry. The primary goals are to establish comprehensive contract language regarding employee protection from silica-laden dust, and to increase statewide employer and employee awareness of silica hazards and control. Results: Training was provided to employers involved in the partnership on the hazards of crystalline silica exposure. Training was also provided at each quarterly meeting of participants. In addition, as a result of the silica partnership, the Laborers Locals 172 & 472 have developed silica awareness training that is being provided by the Laborers Union SET Training Centers for their members.   National Park Service (NPS) - Fire Island National Seashore #47     Date Signed: April 29, 1999 Date Concluded: April 30, 2005 Contact Information: Long Island Area Office, (516) 334-3344 or Regional Partnership Coordinator   Overview: In response to the highest injury rate in the Department of Interior, the Park Service has partnered with OSHA to improve safety and health management systems and reduce illness and injury rates. Specific goals/objectives of this partnership were to: improve the safety and health management systems at the park; reduce the injury, illness and lost time case rates; create and maintain positive relationships and effective communications between the park and the local OSHA Area Office; build models of excellent safety and health management systems and identify best practices to foster improvements in worker safety and health at other parks not covered by the agreement; attain a stronger commitment to, and awareness of, workplace safety and health by NPS management and employees; improve relationship between NPS and OSHA at the national and local levels; and, try to qualify to participate in OSHA's Voluntary Protection Programs (VPP). Results: Under this Partnership, 50 employees and 15 supervisors have been trained by OSHA and the in-house safety director. The Partnership goal is to reduce work-related fatalities and serious injuries by encouraging contractors to improve safety and health performance. The Partnership will work to identify institutional safety problems that can be analyzed and abated, develop criteria for model contractor safety and health management systems, and make new educational material available to all participants. Results: This Partnership's overall safety and health management system was enhanced in 2003 through improvements to employee involvement, site hazard identification and abatement, extensive training on job site hazards, and the use of the expertise offered by URS Corp's safety and health contractor, which included training on OSHA 10-hour and 30-hour classes, to foremen and employees. New York State Consultation provided training on hazard abatement during its consultation visits. The Partnership conducted 300 self-inspections, which resulted in the identification and abatement of 500 hazards. The Partnership calls for the implementation of a safety and health management system that will cover Yonkers and also the anticipated 20 subcontractors. The primary goal is to reduce injuries by 3% each year. Special emphasis is being placed on reducing exposures to silica. Results: This Partnership's total case rate decreased from 5.0 in 2002 to 4.2 in 2003. In 2003, partners provided various training, such as job site safety meetings, safety tool box meetings, weekly site safety meetings, lead awareness, scaffolds, fall protection, personal protective equipment, silica, and excavations. Training was provided to over 185 employees and 60 supervisors. The employer's safety and health management system was enhanced through improvements to employee involvement, hazard identification and abatement, extensive training on job site hazards, and the utilization of the expertise offered through Mt. Sinai / Hunter College Construction Hygiene and Ergonomics Research Project: Blueprint for Lead and Silica Hazard Controls. Horizon Lines - Puerto Rico #214     Partners: International Longshoreman's Association Local 1575 Date Signed: August 7, 2002 Date Concluded: October 25, 2005 Contact Information: Puerto Rico Area Office, (787) 277-1560 or Regional Partnership Coordinator   Overview: This Partnership aims to reduce injuries and illnesses by 3% each year from the baseline year of 2001; increase site-specific training for employees' representatives and members of the safety committee; and strive for and submit an application to OSHA's Voluntary Protection Programs (VPP) within 2 years. Results: This Partnership's three-year (2001-2003) total case rate is 15% below the national average. More than 48 employees and 29 supervisors have received training in areas such as forklift safety, first aid, office safety, and the OSHA 10-hour course. Additionally, the site performed a self assessment using the VPP report format, and has developed a plan to address deficiencies and improve their safety and health management system. 731 Lexington Avenue Construction Project #221     Partners: Bovis Lend Lease; Building Trades Employers' Association; Building and Construction Trades Council Date Signed: September 4, 2002 Date Concluded: June 10, 2005 Contact Information: Manhattan Area Office, (212) 620-3200 or Regional Partnership Coordinator   Overview: Bovis Lend Lease will encourage New York City construction contractors to improve their environmental, health and safety performance and strive to eliminate serious accidents in the construction industry. Contractors will work toward a rate of 50% below the national average and 10% additional annual reductions thereafter. The Building Trades Employer's Association and the Building and Construction Trades Council will provide the framework for encouraging positive safety and health changes within the New York City construction industry. Results: This Partnership has experienced a 58% reduction in its total case rate from 2002 to 2003. All employees have been provided onsite orientation training. Over 600 employees and 38 supervisors have attended training sessions such as the OSHA 10-hour and 30-hour classes. Results: From January 2003 to December 2003, this Partnership's days away rate percentage was 93 percent below the National average for their SIC code. Also, the total case rate was 89 percent below the National average for their SIC code. The Partnership has implemented an onsite incentive program for employees and sub-contractors for safe workplace practices. Each site under this Partnership conducts daily safety inspections and immediately corrects identified hazards. Results: Over 1900 employees were offered 2952 hours of training. Also, a number of programs were implemented to reward employees for a job well done. Triangle Construction Maintenance Construction Safety and Health Partnering Program (MCSHPP) #258     Partners: U.S. Virgin Islands Department of Labor; HOVENSA, LLC; Triangle Construction and Maintenance, Inc.; Our Virgin Islands Labor Union Date Signed: December 12, 2002 Date Concluded: December 30, 2007 Contact Information: Puerto Rico Area Office, (787) 277-1560 or Regional Partnership Coordinator   Overview: This Partnership aims to develop a model for improving the safety and health performance of refinery based maintenance and construction contractors. The Partnership intends to establish a heightened awareness of job site safety practices among all employees and to provide site specific training. Triangle is working toward achieving a 20% reduction in its OSHA Recordable Incident Rate. Results: The hydroblast crew was trained in the use of ultra-high pressure Aqua Dyne® hydroblast equipment by the manufacturer's representative, including lecture and field demonstration of equipment. The Triangle Safety Department also meets regularly to discuss any problems being encountered in the field and what assistance is necessary to bring the situation to a close.   Ravenswood Cogeneration Power Plant Project #265     Partners: Slattery Skanska, Inc.; Keyspan Energy Development Corporation; Stone & Webster Construction, Inc.; New York State Department of Labor Date Signed: January 31, 2003 Date Concluded: October 1, 2004 Contact Information: Long Island/Bayside Area Office, (516) 334-3344/(718) 279-9060 or Regional Partnership Coordinator   Overview: Contractors at the Ravenswood Project will be encouraged by Slattery to adopt safety and health management systems that effectively promote cooperation, identify organizational problems and corrections, and provide for the appropriate level of training to reduce construction illnesses and injuries. Results: During the period of January 2003 to April of 2004, more than 430 training sessions were provided, affecting over 3,000 employees in this Partnership. The sessions covered such topics as falls, electric safety, and struck by/caught between safety. Employees have received 8 training sessions from OSHA. At the site, over 200 self-inspections were completed by partner staff, which resulted in over 4,000 identified hazards being corrected or abated. The total case rate was decreased from a baseline of 13.1 percent to 9.3 percent during a three-year period covering 2002-2004. The Partnership's days away rate percentage dropped from a baseline of 3.4 to 2.6, showing a smaller number of days employees were away from the worksite due to injury. The primary goals of this Partnership are to: reduce occupational-related fatalities and serious injuries resulting from falls, struck-by, caught-in/between, and electrocution by 5% each year; promote active employer and employee participation and responsibility for safety and health management; improve safety and health management systems and offer employee safety and health training; decrease workers' compensation costs and OSHA penalties for MCC projects within the Puerto Rico Area Office jurisdiction; foster open and continuing communication between management and employees; and share knowledge of best practices with OSHA and industry participants. Also included is the addition of 26 ICU beds and 60 medical/surgical beds over two floors, a new helipad over and a new mechanical penthouse. The common objective is to develop a contractor/government relationship that will encourage all construction contractors within the State of New Jersey to improve their safety and health performance, assist them in doing so, strive for the elimination of serious accidents in the construction industry, and recognize those contractors with exemplary safety and health programs. Specifically, this agreement will provide a safe and healthful work environment for construction workers at the construction site over the next two years. Expected outcomes of this program include: developing model criteria for a multi-employer worksite safety and health program which identifies the responsibilities of each Subcontractor; making safety and health information available to all Subcontractors onsite; achieving participant recordable illness and injury rates below the national average for the construction industry; offering the 10-Hour Outreach Training Course for Subcontractor foremen and stewards on the jobsite; and focusing OSHA enforcement activity on Subcontractors who need to improve their safety and health efforts. Also, the agreement provides incentives to participating Subcontractors who voluntarily improve their safety and health performance. Structure Tone is the construction manager at the 40 Corporate Place South Project which will reconfigure a building located on a 62-acre site in Piscataway, NJ into a continuation of operations and data center for a large financial company. This Partnership features the development and continued improvement of a site-specific safety and health program. Also, the Partnership aims to have a measurable, positive impact on preventing occupational fatalities, injuries and illnesses. It is expected that all on-site contractors will have a high degree of involvement in the terms of this Partnership Agreement. Results: The goals of this partnership, achieving a TCIR and DART rate 25% below the national average, were exceeded. This project involves exposing existing foundations and excavating for new foundations.   New York Times Facility Project at College Point #549 Partners: Turner Construction Company; New York State Department of Labor: Division of Safety and Health Onsite Consultation Program; Building and Construction Trades Council; and Building Trades Employer Association Date Signed: July 26, 2007 Date Concluded: June 30, 2008 Contact Information: Manhattan, (212) 620-3200 or Regional Partnership Coordinator   Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the New York Times Facility Project, Turner Construction Company and the above named groups have developed a comprehensive partnering agreement. This partnering agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes and ultimately learning from the process. Turner is the construction manager in the construction of an addition to the existing NY Times printing facility at College Point .This 1½ story building additional is about 70,000-GSF and will house storage and support space for the printing presses, including 13 new loading docks, and office space on the 2nd floor. The project started in November 2006, and is scheduled to be complete in July 2008. It is anticipated that at the peak of this project, Turner will issue about 25 subcontractor agreements and that with these subcontractors; the jobsite will employ about 100 trade employees at its peak working period. Turner is providing construction administration and coordination services, and will work with the subcontractors to ensure compliance with construction, environmental, health, and safety practices. This includes federal, state, local, and owner rules and regulations. The goals of this partnership are to: develop a contractor/government partnership that will encourage local construction contractors to improve their safety and health performance; assist them in obtaining the objectives; strive for the elimination of serious accidents, including the four primary construction hazards (falls, electrical, caught in/between, and struck-by); increase employee training; and recognize those contractors with exemplary safety and health programs. Results: During 2006 to 2008 this worksite‘s TCIR was approximately 78% below the National Average for Nonresidential Building Construction.
