The target audiences will be tribal leaders and transportation personnel in California and Nevada.
Port of San Diego Ship Repair Association      San Diego CA $166,547 General Industry Safety and Health Management Systems for Small and Medium Size Businesses
The Association will develop a bilingual (English/Spanish) Safety and Health Management Systems training program tailored to the Association’s 175 San Diego shipyard subcontractors. Eighteen 8-hour train-the-trainer courses will be conducted for sub-contractor leaders who will then train their co-workers. Prime contractors will require subcontractors to implement a Safety and Health Management Systems program before beginning work contracts.
Rocky Mountain Masonry Institute Denver CO $247,863 Construction Industry Focus Four
The Rocky Mountain Masonry Institute will develop a 4-hour Construction Industry Focus Four (falls, electrocutions, caught-in and struck-by) Safety and Health Hazards training program and handbook, utilizing pictograms, in both English and Spanish. Twenty-seven sessions will be presented in Wyoming, Montana, Idaho, and Colorado for masonry employees.    
International Association of Fire Fighters Washington DC $265,723 General Industry Process Safety Management
The Association will develop, deliver, and evaluate an 8-hour instructor-led Emergency Response to Chemical Process Industries training program. The program is intended for emergency personnel who may respond to incidents at chemical plants, ethanol plants, refineries and anhydrous ammonia facilities. Training locations will be determined based on need among 288,000 members nationwide.
Roofers and Waterproofers Research and Education Joint Trust Fund  Washington DC $107,830 Construction Industry  Falls from Scaffolds, Ladders and Roofs
The Roofers and Waterproofers Research and Education Joint Trust will provide 7 one-day Roofing Industry Fall Protection Conferences in 4 major cities for 280 managers and journey workers. Conference presentations will be made by fall protection experts and a motivational speaker, and will include manufacturers’ exhibits of roofing fall protection equipment. The Trust will also provide 8 ten-hour advanced fall protection training classes for 160 journey workers and apprentice roofers in selected locations.
Workplace Safety Awareness Council Fort Meade FL $223,250 General Industry Electrical Safety including Arc Flash and PPE
The Council will continue to provide Electrical Safety training, including arc flash and personal protective equipment topics currently being conducted under their FY2007 Harwood grant. Thirty-three 4-hour awareness-level training sessions will be presented in states not previously reached by their grant. Course attendees will receive a copy of the training materials on CD-ROM. The Council will also provide online webinar style training resources.
Georgia Tech Applied Research Corporation  Atlanta  GA  $203,327 General Industry Combustible Dust
Georgia Tech will conduct a needs assessment and develop an 8-hour proficiency-level module on combustible dust prevention and mitigation. The training will focus on National Fire Protection Association, National Electric Code, OSHA Combustible Dust National Emphasis Program (NEP), Process Safety Management and Incident Command Systems information. Georgia Tech will deliver 10 courses for 500 employers and employees reaching safety and health professionals, plant managers, maintenance and front-line supervisors in industries most commonly affected by combustible dust issues.
Georgia Tech Applied Research Corporation Atlanta  GA $149,901 General Industry Night Time Sanitation and Maintenance
Georgia Tech will develop and deliver a training program on Sanitation and Maintenance Worker Safety in Food Processing targeting third shift maintenance and sanitation operations in the food processing industry. The training will be delivered in a train-the-trainer format reaching 300 employees in the poultry industry in five states. Training materials will be provided in hard copy and CD-ROM to each participant. The training materials will also be available in Spanish.
Georgia Tech Applied Research Corporation  Atlanta  GA $245,942  General Industry Process Safety Management
Georgia Tech will develop and deliver tiered Process Safety Management (PSM) training to various levels of employees and managers working at food processing, chemical processors, petroleum refineries, and other businesses that are required to comply with the standard in Georgia, Texas, and Mississippi. Two PSM training modules will be developed: an introductory-level training package and a more comprehensive module that builds upon the first module and addresses each separate requirement of the standard. The introductory module will also be made accessible on CD-Rom in English and Spanish for those unable to attend a classroom-based session.       
Kirkwood Community College Cedar Rapids IA  $174,978 General Industry Combustible Dust
The College will develop, deliver, and evaluate a 2 ½-hour awareness-level combustible dust safety course addressing grain dust, bio-solids, and other organic dusts such as sugar, flour and paper. Trainers will conduct 150 courses in 14 midwestern states for 3,000 employers and employees primarily in the agriculture, food processing and fiber sectors with a focus on grain elevators and ethanol bio-refineries.
City Colleges of Chicago - Harry S. Truman College Chicago  IL $227,950 General Industry Powered Industrial Trucks
Harry S. Truman College will continue to provide the Powered Industrial Truck safety training started under its fiscal year 2007 Harwood grant. The College plans to add a Polish language component to its existing bilingual (English/Spanish) program in order to reach training audiences of Hispanic and Polish forklift operators. Five-hour bilingual training courses, including classroom and hands-on components, will be delivered on-site at companies, reaching 600 employees. In addition, 20 supervisors will be trained as trainers to conduct forklift safety training at their own companies.
Construction Safety Council  Hillside  IL $257,079  Construction Industry  Work Zone Safety
The Construction Safety Council will develop some new training curricula and conduct various Work Zone and Motor Vehicle Safety for Contractors courses designed for those working in close proximity to roadways. Proposed courses include the 10-hour construction outreach course for roadway workers, a 4-hour flagger course, and a work zone and fleet safety for the competent person course. A self-study work zone and fleet safety orientation program will be developed and available as a free download from their website.
National Roofing Contractors Association  Rosemont  IL $160,835 Construction Industry Falls from Scaffolds, Ladders and Roofs
The National Roofing Contractors Association will develop and offer three separate online training programs about fall protection in the roofing industry reaching approximately 500 roofing and general construction employees. The three training modules will each be one-half hour in length and will be developed in English and Spanish. Topics include a safety orientation for new employees, fall protection specific to low-slope roofing, and fall protection specific to steep-slope roofing.
National Safety Council Itasca   IL $208,130 General Industry Safety and Health Management Systems for Small and Medium Size Businesses
The Council will develop a 6 ½-hour Safety and Health Management Systems train-the-trainer course that will be designed to provide small business participants with tools and resources they can use when they return to their workplaces. Council chapter trainers will deliver 30 one-day small business trainer courses in multi-states reaching 450 participants.
Non-Ferrous Founder's Society   Park Ridge  IL $209,253  General Industry Foundry Contaminants Exposures
The Society will develop and conduct a bi-lingual (English/Spanish) training program and compliance module addressing Foundry Contaminant Exposures for the foundry industry. A series of 9 training seminars will be held in locations throughout the United States.
University of Louisville Research Foundation, Inc.   Louisville  KY $164,480  General Industry Ergonomics in Foundries
The University will develop and provide ergonomics training for managers and employees in small business foundries that will allow them to recognize, avoid, and prevent work related injuries. Training will be presented for 10 employers, reaching approximately 400 employees at small business foundries in Kentucky, Indiana, Ohio, and Tennessee.
Goodwill Industries International, Inc.  Rockville MD $208,475  General Industry Safety and Health Management Systems for Small and Medium Size Businesses
Goodwill will conduct a 3-day Safety and Health Management Systems trainer course for 12 Goodwill safety experts to assist them in serving as Safety Ambassadors. The Safety Ambassadors will conduct 72 eight-hour Safety and Health Management Systems courses in 30 states for disadvantaged populations served by Goodwill and their business partners.
NAHB Research Center Upper Marlboro MD $265,007 Construction Industry Falls from Scaffolds, Ladders and Roofs
The NAHB Research Center will train English and Spanish-speaking employees on recognizing hazards and preventing falls from scaffolds and ladders in the residential construction industry. The 2 ½-hour long training sessions will be presented in the top home building markets throughout the United States.
National Partnership for Environmental Technology Education  South Portland  ME  $190,099  Other  Shipbreaking Safety and Health Hazards
The National Partnership will develop training materials and provide Shipbreaking Safety and Health training at maritime installations in Brownsville, Texas, the hub of shipbreaking activity in the United States. Sixteen hours of training will be conducted for 30 supervisors and managers, and 1-to-2 hours of training will be conducted for 500 employees from shipbreaking industries. Employee training will also be offered in Spanish.
International Union, United Auto Workers (UAW)  Detroit  MI  $121,283 General Industry  Falls
The Union will conduct seven different training courses of varying course lengths addressing fall hazards in general industry. The training will be geared to various training audiences including worker-trainers, joint labor/management health and safety committees, employees, and joint labor/management audiences. Twenty-six courses will be conducted in states with UAW members including Puerto Rico. The curriculum for the 4-hour Fall Hazard Recognition for At-Risk Workers course will be translated into Spanish and training will be conducted in English and Spanish. Technical assistance will also be provided to employers and 12 union locals.
North Carolina State University  Raleigh  NC  $185,359  General Industry Safety and Health Management Systems for Small and Medium-Size Businesses
The University will update and upgrade a web-based Safety and Health Management Systems for Small Businesses course produced under a previous Harwood grant. Deliverables include a 12-16 hour online training program, a CD ROM version available at cost, and a portable document format (PDF) posted on their website. All training materials will be available in English and Spanish. The course materials will be posted on the University’s web site for 2 years at no-cost to users, and the course will be distributed to Manufacturing Extension Partnership (MEP) state offices for distribution to their clients. Web site visits and numbers trained will be tracked during the 2-year posting period.
University of Medicine and Dentistry of New Jersey - School of Public Health New Brunswick NJ $215,557  General Industry Safety and Health Management Systems for Small and Medium Size Businesses
The University will develop bilingual (English/Spanish) Systems of Safety Training Program materials that will be used to provide 4-to-16 hours of safety and health management systems training in three different courses. Eighteen trainers from the university and from their partner organization, New Labor, will be trained in a 1-day Systems of Safety Technical Training course. The trainers will present tiered training courses to managers, joint health and safety committees, and employees working in light manufacturing, warehouses, and distribution centers.
Work Environment Council of New Jersey Trenton  NJ  $170,000 General Industry Process Safety Management
The Council will develop, deliver, and evaluate a series of Process Safety Management (PSM) training courses for employees, members of safety and health committees, and union and management officials from New Jersey facilities covered by OSHA’s PSM standard. Training lasting from 2-to-8 hours will be presented to approximately 400 participants. The project will emphasize outreach to new and smaller businesses and workplaces with immigrant and minority employees.
Associated Builders and Contractors, Inc Las Vegas NV  $162,649  Construction Industry Falls from Scaffolds, Ladders and Roofs
The Associated Builders and Contractors, Inc., Las Vegas Chapter will conduct 31 two-day classes for small construction companies in Las Vegas. The fall hazards training will include the construction focus four hazard areas (falls, electrocution, caught-in and struck-by) and a one-day lab to familiarize employees with safety equipment, scaffolds, ladders, and guard rails.
Retail, Wholesale and Department Store Union  New York NY $149,225 General Industry Emergency Preparedness and Response including Pandemic Flu
The Union will conduct training sessions for poultry processing employees and supervisors on emergency preparedness and response including pandemic flu preparation. Training will be conducted in English and Spanish and will reach approximately 1,200 individuals working at poultry plants in Alabama, Arkansas, Georgia, Mississippi and Tennessee.
University of Findlay, SEEM Findlay  OH  $223,990 General Industry Emergency Preparedness and Response including Pandemic Flu
The University will develop and deliver a training program targeted to small businesses on emergency preparedness and response via a live ALERTcast, as well as provide an Influenza Pandemic Plan template that can be downloaded by trainees. The ALERTcast (Actual Learning Environment Response Training) webcast will be a live, interactive Internet broadcast of the training program, with hands-on scenarios, that is projected to reach 2,000 individuals. The ALERT webcast will also be provided free online after the grant program for future download.
Pennsylvania Foundry Association Plymouth Meeting PA $175,108 General Industry Ergonomics in Foundries
The Association will update previously developed training materials on ergonomic hazards in the foundry industry with information on recent ergonomic advances by OSHA and NIOSH, and will incorporate OSHA State Plan requirements for Indiana, Tennessee and Washington – three states where the project will be executed. Full-day train-the-trainer seminars and half-day in-plant train-the-worker sessions will be conducted in ten cities nationwide. The Association plans to train 250 new trainers and 500 employees from various foundries in the recognition and mitigation of ergonomic problems in foundries.
York Area Labor Management Council York   PA $112,000  General Industry Electrical Safety including Arc Flash and PPE
The Council will train approximately 300 small business employers and employees in a 16-hour Electrical Safety Course which will include arc flash and personal protective equipment information. The training will be offered both in English and Spanish throughout the state of Pennsylvania. Target audiences are electrical employees, engineers, managers, and safety professionals.
Home Builders Association of South Carolina  Columbia    SC $173,163 Construction Industry  Falls from Scaffolds, Ladders and Roofs
The Home Builders Association of South Carolina will develop and present 2 hour training sessions on Falls from Scaffolds, Ladders, and Roofs in Residential Construction to approximately 600 members in the homebuilding industry in South Carolina. Training and materials will be offered in English and Spanish.
Compacion Foundation, Inc. Balch Springs  TX  $190,000  Construction Industry Focus Four
The Compacion Foundation will work in collaboration with the Hispanic Contractors Association de Tejas (HCAT) to train 500 Spanish-speaking construction employees in the recognition and prevention of Focus Four (falls, electrocutions, caught-in and struck-by) hazards. Sixteen training sessions for construction employees will be presented on evenings and weekends. In addition, four train-the-trainer sessions will be conducted for 100 Spanish-speaking construction employees and supervisors.
Texas Engineering Extension Service College Station TX $188,166 General Industry Combustible Dust
TEEX will conduct several existing courses on Process Safety Management and Dust Behavior. It will also develop and conduct Combustible Dust Explosion Hazards Awareness courses. A total of 19 courses will be conducted for 325 participants. Recruiting will be targeted to industries in SIC codes at risk for dust explosions.
University of Texas at Arlington  Arlington  TX  $229,843 General Industry Emergency Preparedness and Response including Pandemic Flu
The University will develop and deliver a 10-hour Emergency Preparedness and Response including Pandemic Flu course for healthcare professionals. Courses will be delivered at 14 sites across OSHA Region 6. The training will be appropriate for first responders, registered nurses, technicians, aides, administrative personnel, social workers, laboratory employees, EMS personnel, food service providers and housekeeping staff in the healthcare professional arena.
Bridgerland Applied Technology College Logan  UT  $89,620 General Industry Electrical Safety including Arc Flash and PPE
The College will produce lesson plans, curriculum, and materials for several different courses that will address electrical safety hazards, including arc flash and personal protection equipment that are tailored to different training audiences. The training materials will be translated and available in Spanish. Training will be conducted in northern Utah.
American Society of Civil Engineers  Reston  VA $209,085 Construction Industry Safety Hazards Related to Mechanized, Over-the-Road, and Heavy Construction Equipment
The American Society of Civil Engineer’s Committee on Crane Safety will develop training materials for engineers and supervisors on crane safety at construction sites. Training will be conducted for project managers, project engineers and others whose responsibilities include the installation, movement, use and dismantling of cranes and lifting devices on construction sites.
Associated General Contractors of America Arlington  VA  $268,781  Construction Industry Focus Four
The Associated General Contractors of America will update and facilitate the conduct of “Safety Training for the Focus Four Hazards (falls, electrocution, caught-in and struck-by) in the Construction Industry” in multiple states. The 8-hour awareness training seminars will be complemented by the distribution of the educational materials on CD-ROM in English and Spanish.
West Virginia University Research Corporation  Morgantown  WV  $117,382 Construction Industry Falls from Scaffolds, Ladders and Roofs
The University will deliver hands-on training addressing Falls from Scaffolds, Ladders, Roofs and Elevated Surfaces in residential construction. The training will include a hands-on segment via a portable unit which will provide roofing and scaffolding simulations for residential construction employees, supervisors, and owners. Twenty-five 4-hour sessions will be conducted and a self-guided training DVD will be provided for those not able to attend the live training.
