Overview: This partnership strives to provide a safe and healthful work environment for employees engaged in construction activities in the Charleston and Kanawha Valley, WV area, with emphasis on increased training and implementation of enhanced safety and health management systems.

Results: At the end of the evaluation period (December 1, 2007), there are twenty-one (21) members in this partnership. In the past year, members have received approximately 14,000 hours of training, impacting 5,342 employees and 452 supervisors. The training included 10 and 30 Hour OSHA courses, First Aid/CPR, and drug awareness. The aggregate Days Away from Work, Restricted and Transferred Activity (DART) was 1.6 for 2007, which is almost 50% below the baseline established for this partnership.

Of the 21 participants, 9 are recognized as Level 2 Participants, which is accorded to companies who received OSHA enforcement inspections and were recognized for having outstanding, proactive, and effective safety and health programs.

Associated Builders and Contractors (ABC) - Delaware Chapter

Overview: Associated Builders and Contractors, Inc., (ABC) and the Occupational Safety and Health Administration (OSHA) have entered into this partnership to provide a safe and healthful work environment in the construction Industry. Implementation of this agreement is expected to result in decreased injuries, illnesses, and fatalities for participant contractors with a resultant decrease in worker compensation costs. ABC member construction companies will use the Safety Training and Evaluation Process, or "STEP" program in evaluating their safety and health program performance and their safety and health training programs. The primary goals are to: reduce by 3% annually the number of injuries, illnesses, and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from falls, struck-by and caught-in mishaps, and electrocution (focused four construction hazards); increase the number of construction companies that implement effective safety programs; decrease worker compensation costs and OSHA penalties for contractor participants; and, allow OSHA to focus resources on companies that require attention from OSHA, rather than companies that have demonstrated existence of effective safety programs.

Results: At this time, there are currently 13 members in this partnership representing 532 employees. During the most recent evaluation period, 125 employees and 25 supervisors received almost 14,000 hours of training. The training sessions included trench safety, forklift safety, confined spaces, First Aid, Job Safety Analysis, OSHA 10 hour course, electrical safety, and fall protection. Furthermore, none of the participating members had a recorded incident involving any of the four focused categories (falls from elevation, struck by, caught in, and electrocution).

Partnership Agreement
 
Overview: OSHA, the PA/OSHA Consultation Program at Indiana University of Pennsylvania, the Lehigh Career & Technical Institute, and Warehouse, Storage, Distribution and Transportation Industries agreed to a partnership. The primary goal of the partnership is to reduce the number of injuries, illnesses, and fatalities resulting from work activities within the warehousing storage distribution and transportation industry. In an effort to achieve this goal, the partnership participants will: develop an initiative to improve safety and health performance by reducing the Total Rate of Days Away from Work or DART rate of participating employers by 4% per year over the life of the partnership; identify hazard associated with warehousing storage distribution and transportation and develop a strategy to control or eliminate those hazards; reduce employers’ worker compensation costs; aid in the development of a workplace Motor Vehicle safety program ; promote and encourage employer usage of the PA/OSHA Consultation Program to assist in workplace hazard recognition, and finally; recognize those members with exemplary safety and health programs.

Results: The eleven members of this partnership continue to work towards the goal of implementing effective safety and health systems at their own worksites. Approximately 100 employees have received training that focused on Public Warehousing and Storage. One partner has taken advantage of consultation services offered by the Pennsylvania/OSHA Consultation at Indiana University of Pennsylvania. Furthermore, several employees have made modifications to their training programs, accident investigation forms and procedures, and their job hazard (safety) analysis processes based on information they received during the sessions held during this evaluation period.

In terms of workers’ compensation, one employer reported that their worker compensation costs in 2005 was $18,000 and in 2006 went down to $14,000. Another partner reported their workers compensation costs went from $164,000 in 2005 down to $10,161 for 2006. Finally, a third partner has reported that the number of injury claims has gone down by 12% and their reserves are down by 19.2%.

Overview: ABC and OSHA mutually recognize the importance of providing a safe and healthful work environment for those employees working in Pennsylvania. To advance the mutual goal, there is a need to develop partnerships that foster mutual trust and respect for the respective roles of each organization in the construction safety process.

This agreement provides incentives to contractors that voluntarily participate in the ABC Safety Training and Evaluation Process (STEP) program and demonstrate implementation of effective safety and health programs. The STEP program, implemented annually by the ABC, is an objective tool that contractor members use to evaluate and strengthen their safety programs, policies and procedures. ABC recognizes participants based on their development and enactment of safety programs, policies and procedures. The four recognition levels are Bronze, Silver, Gold and Platinum.

Implementation of this agreement is expected to result in an improved awareness of safety concerns, and decreased injuries, illnesses and fatalities for participant contractors with a resultant decrease in worker compensation costs as well as other direct or indirect costs.

Results: The South East Pennsylvania Chapter of Associated Builders and Contractors has hosted numerous safety and health classes throughout the year for its 18 participating members. Among them include OSHA 10 and 30 hour certification courses, How to Create a Company Safety Committee, and Adult CPR with AED and First Aid. Furthermore, the Associated Builders and Contractors Safety Training Evaluation Profile (STEP) Program incorporates all of the elements of the 1989 Guidelines and the 18 participants have had 18 effective systems implemented.

Results: At the end of the most recent evaluation period, this partnership involved 9 employers and 724 employees. As a group, the current partners have an average DART rate of 4.89, while the construction industry (NAICAS 23) as a whole has a DART of 3.2, and it should be noted that the DART rates for the partnering companies vary from a low of 1.14 to a high of 14.52. Four of the current partners have a DART rate below their industry average and three employers had lower rates in 2006. Also, in support of the partnership’s goals, 23 training sessions for a total of almost 1,000 hours were provided and the programs include: OSHA 10 & 30 Hour compliance courses, CPR & First Aid, Fall Protection, Scaffold Safety, Back Safety, Safe Drivers, Hazard Recognition, Certified Safety Committees and Supervisor/Foreman Training, Mobile Equipment and OSHA Recordkeeping.

Results: Participation in this partnership increased from 33 to 38 employers. During the most recent evaluation period, the partnership exceeded its goal of experiencing a 4% reduction in its overall DART rate. The partnership reduced its employers’ DART rate by 11.4%. This was achieved through assistance and training. For this partnership, the employees received 3,668 hours of training on topics such as fall protection and struck-by hazards.

Overview: Joint efforts by OSHA and VSRA, through this partnership agreement, will target large populations in the ship repair industry for safety and health focus and will promote a voluntary, cooperative effort between OSHA and the VSRA membership to reduce occupational accidents and save lives.

Major goals of the partnership include the following: (1) Increase the number of ship repair employers who develop, implement, and maintain comprehensive safety and health programs in accordance with OSHA’s 1989 Safety and Health Management Guidelines; (2) Keep the DART rate below the most recently published national average for the industry which was 6.0 for the year 2005; and (3) Further reduce this level of injuries by at least 4% annually for the life of the agreement.

Results: This partnership impacts 17 employers and 6390 employees. During the most recent evaluation period, the members recorded 259 cases involving days away from work, job transfer or restriction equating to a DART rate of 4.43. This met the goal of the partnership of having a DART rate below the national industry average of 6.0 for 2005. Also, the members had 128 lost time cases resulting in 4348 lost work days equating to a LTIR of 2.18. This was achieved through a comprehensive training program which provided over 45,000 hours of training for 5,301 employees and 747 supervisors. Training topics included respiratory protection, bloodborne pathogens, forklift training, confined space, first aid/CPR, Tool Box “Train the Trainer” fire safety, and refresher safety training.

Overview: To facilitate OSHA’s goal of reducing occupationally related fatalities by 3% each year, and reducing the total Rate of Days Away from Work by 4% each year, Region III of the Occupational Safety and Health Administration (OSHA) and Clark Construction Group, LLC have agreed to the joint implementation of the partnership during construction of the 72 million dollar, 51 Louisiana Avenue NW Project. The Project includes 440,000 square feet Class A office building and atrium two blocks north of the Capitol Building at the corner of New Jersey Avenue and D Street in Washington DC.

The goal of this program is to develop a contractor/government partnership that will encourage construction contractors to improve their safety and health performance, assist them in doing that, strive for the elimination of serious accidents in the construction industry, and recognize those contractors with exemplary safety and health programs.

This agreement between Clark Construction Group, LLC and OSHA is expected to result in decreased serious injuries and illnesses and fatalities for the site and improve existing safety and health programs. It provides incentives to construction contractors that voluntarily participate in the 51 Louisiana Avenue NW Project partnership and demonstrate implementation of effective safety and health programs, for example, limited scope inspections and reductions in penalties. This agreement will not in any way affect employees’ ability to exercise rights under the OSH Act and OSHA regulations, including walk-around rights.

Results: At the end of its first evaluation period, as a result of the implementation of 20 safety and health management systems among Clark and its contractors, the partnership experienced a DART rate of 1.4 which is well below the established baseline, 2.6 which is also the 2006 BLS National Average for the Construction Industry. Over 1,000 hours of training were provided to supervisors and employees and over 170 hazards were corrected as a result of 40 self-inspections.

Overview: Pursuing efforts to reduce the total Rate of Days Away From Work (DART rate) by 4% each year, OSHA and Clark Construction Group, LLC, signed a partnership agreement during construction of the 401 M Street Waterfront Development Project which will cover redevelopment in S.W. Washington, D.C.

The goals of this Partnership include developing, implementing and maintaining an effective and comprehensive safety and health management system in accordance with OSHA’s 1989 Safety and Health Program Management Guidelines or its equivalent and achieving participant recordable illness and injury rates below the national average for the construction industry

The Project includes in Phase I: demolition; sheeting and shoring; and bulk excavation. Phase II will focus on: structural foundations; roadway construction; construction of 8 story buildings; construction of above ground grocery shell; site work; service roads; landscaping, and plaza work near the Metro Station. Phase III includes: demolition of the existing Safeway building; hazardous materials abatement; excavation for two levels of below ground parking; interim surface parking; and new service road construction. This project covers 13 acres with 1.2 million feet of structural demolition.

The new buildings will consist of cast in place concrete with curtain wall exterior. The two existing buildings will have new curtain walls installed. The project will include 6,000 feet of open retail space with 2 -class "A" lobbies.

Over the life of the project 30 contractors will employ approximately 1000 individual construction tradespersons at peak construction. The project is scheduled to be completed in February 2010.

Overview: Recognizing the importance of providing a safe and healthful working environment for construction industry workforce, OSHA and the Delaware Contractors Association, Inc. signed a three year partnership agreement to develop a working relationship that results in decreased serious injuries; illnesses; and fatalities for participating contractors and improvement of existing safety and health programs.

Goals of this partnership include to reduce by 4% annually, the number of lost workdays; restricted workdays; and transfers due to injuries and illnesses and to increase the number of general and specialty contractors who implement effective safety and health training for management, supervisors and employees. The partnership will focus in particular on construction industry hazards such as: falls; struck-by; caught in /caught between and electrocutions.

Founded in August 1969, the Delaware Contractors Association was formed through the merger of two major and long established construction trade associations in Delaware: Associated General Contractors of Delaware (1943) and Allied Construction Industries of Delaware (1932). The Delaware Contractors Association is a trade association made up of heavy; highway; commercial; industrial and utility contractors; and suppliers of related products and services.

It is anticipated that this partnership will be completed in June 2011.

Overview: This partnership agreement covers the renovation of the exterior of the Philadelphia Museum of Art and the construction of its parking garage and landscaped sculpture garden. The two goals for this partnership are: 1.) the development, implementation and maintenance of an effective, comprehensive safety and health management system in accordance with OSHA’s 1989 Safety and Health Program Management Guidelines; and 2.) the achievement of participant recordable illness and injury rates below the national averages for the construction industry. Overview: Recognizing the importance of providing a safe and healthful work environment for all Pittsburgh Penguins Arena project employees, OSHA; PJ Dick Incorporated and Hunt Construction Group, A Joint Venture (JV), signed a two year partnership agreement to develop a working relationship that results in decreased serious injuries; illnesses; and fatalities for participating contractors and improvement of existing safety and health programs.

Goals of this partnership include: to encourage cooperation between OSHA and P.J. Dick/Hunt JV that will foster a safe work environment at the arena construction project and reduce the DART rate (cases with days away from work, job transfer, or restriction) by at least 3 percent annually. The partnership requires effective safety and health management systems for contractors working at the site. The partnership will focus in particular on construction industry hazards such as: falls; struck-by; caught in /caught between and electrocutions.

The project will cover construction of a new professional ice hockey and multi-purpose arena with 18,300 seats; a Concession Concourse with open viewing to playing surface; private lounge and suites; and retail corridor. Construction at the site will include: excavation work; caissons/pile installation; rebar installation; concrete foundations; structural steel; pre-cast concrete; miscellaneous metal work; electrical; masonry; mechanical; plumbing; glazing and roofing. It is expected that 40-50 union contractors will employ approximately 650 craft persons at peak construction.

The new arena is scheduled to open for the Pittsburgh Penguins’ 2010-11 season.

The primary goal of this partnership is to develop a cooperative relationship with Michael Foods, Inc. to assist the company in developing an effective safety and health management system at the worksite to ensure its employees are protected from injuries and illnesses. At the end of the partnership, it is expected that Michael Foods will apply for VPP recognition.

Overview: To facilitate OSHA' s goal of reducing occupationally related fatalities by 3% each year, and reducing the total rate of Days Away from Work by 4% each year, Region III of the Occupational Safety and Health Administration (OSHA) and Continental Building Systems agree to the joint implementation of a partnership during construction of the 4 million dollar Christ Temple Project. The Project plans call for the construction of a new life and health center consisting of a pre-engineered metal building and an attached two-story traditional steel/concrete structure. The pre-engineered building will house a gymnasium and a stage. The first floor of the other building includes a welcome center, a full-service kitchen and a café. The second floor has meeting rooms, a work-out facility, aerobic room and a sound room.

The goals for this partnership are:

1.) Continental Building Systems will develop, implement and maintain effective and comprehensive safety and health systems in accordance with OSHA’s 1989 Safety and Health Program Management Guidelines or its equivalent.
2.) Achieve participant recordable illness and injury rates below the national average for the construction industry.
3.) Over the duration of the project, achieve a Days Away, Restricted or Transferred Rates (DART) for each participant that is at least 10% below the respective participant’s average rates for the two years prior to entering the partnership.

Overview: To facilitate OSHA' s goal of reducing occupationally related fatalities by 3% each year, and reducing the total rate of Days Away from Work by 4% each year, Region III of the Occupational Safety and Health Administration (OSHA) and the Clark/Balfour Beatty Joint Venture have agreed to the joint implementation of the partnership during construction of the 641 million dollar, Walter Reed National Military Medical Center Project. The Project plans call for the construction of a new, 345-bed medical center with a full range of intensive and complex specialty and subspecialty medical services, including specialized facilities for injured soldiers. The realigned Walter Reed National Medical Center will be on the grounds of the National Naval Medical Center and is expected to become the U.S. military's premier tertiary referral center for casualty and beneficiary care. The center will also provide postgraduate education and other training, and serve as a medical research center.

The scope of work includes the construction of new outpatient and inpatient facilities, as well as extensive renovations and upgrades to the existing hospital facilities. The contract calls for design and build of a military medical center addition, as well as alterations to existing clinical and administrative facilities, and new patient parking structure. The addition and alterations include site work, multiple hospital related systems, fire protection sprinkler and alarm systems, electrical distributions systems, mechanical systems, plumbing systems, information/communication systems, security systems, elevators, utility connections, and all required supporting facilities. Site work and site improvements include demolition of buildings, major utility work, sediment and erosion control and storm water management requirements, landscaping, pavement, and sidewalks. Work also includes upgrades to utility related facilities, boiler plant upgrade, central chiller plant at building A, and emergency power. The project is expected to complete in July 2011.
