ILLINOIS HEALTH CARE ASSOCIATION
An Illinois Alliance
Illinois Health Care Association
ALLIANCE ANNUAL REPORT
January 10, 2006

I. Alliance Background

Date Signed

October 14, 2004

Overview

Alliance to provide IHCA members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to blood, ergonomic, chemical, electrical and physical hazards and for the implementation of effective safety and health programs.

Implementation Team Members

Brian Bothast, CAS, Peoria (2004) and Kevin Klug, Director of Training, IHCA

II. Implementation Team Meetings

After the implementation/signing of this alliance, both Brian Bothast and Kevin Klug left their positions. The new CAS in Peoria OSHA AO, Peggy Zweber, was unavailable until May, 2005. In May, contact was made with the new Director of Training, Debbie Belt, and she requested Ms. Zweber to speak at the Annual Conference in Peoria in September, 2005. Ms. Zweber deferred that privilege to the new Area Director, John Newquist, to speak at the conference. Ms. Belt also requested that future planning wait until the conference was concluded, as she was learning her new position and planning the conference. After the conference, Ms. Zweber met with Ms. Belt on October 14, 2005 to plan on future activity. It appears, also, that IHCA activity is done in conjunction with LSN activity, which is another alliance with the Aurora office as driver. The alliances seem to have overlapping training activity. In the planning session with Ms. Belt, she requested that OSHA provide articles occasionally for their weekly newsletter on health-related topics. She also stated that the association has quarterly meetings around the state and that OSHA would be used as a resource to provide training on appropriate topics. The next round of quarterly IHCA Regional meetings will be in the spring, 2006. The Peoria CAS will meet with Ms. Belt again in February.

Note: This Alliance was requested to be developed by the Regional Office and was signed by Michael Connors, Regional Administrator.

III. Activities and Products

Evaluation Period.

This report covers October 19, 2004 to October 19. 2005

Alliance Activity.

As a part of the Alliance, AD John Newquist and IH Sue Ellen DeManche spoke at the IHCA Annual Conference, September 12, 2005, in Peoria, IL, with an OSHA Update covering the Strategic Plan, National and Local Emphasis Programs, inspection activity and top 10 violations in the nursing home industry.

Alliance Products.

Because the transitions in both the OSHA AO and IHCA management, contact was limited to the Annual Conference where handouts were provided by the Area Director.

IV. Results

Although our contact was limited in the first year, the IHCA Annual Conference is a major contact as their membership of over 400 long-term care facilities, is throughout the state of Illinois, so to be invited to speak at this conference is a significant contribution to this alliance.

IV. Upcoming Milestones

For the IHCA weekly newsletter, an article on the Peoria customer service program, the Z Project, has already been submitted. Two years ago, a healthcare facility was the recipient of the Area Director’s Choice Award, so this association is already familiar with the program.

The IHCA Director of Training provided a list of topics to the AO CAS for the newsletter. She will also contact OSHA for the IHCA Quarterly Spring meetings for training topics.

Peoria AO CAS plans to meet with IHCA Director of Training quarterly, the next meeting in February to discuss the Regional meetings and Annual Conference involvement.
