Chavez Phone: (617) 565-2075 OSHA, National Park Service and AFGE Forge Partnership at San Juan Historic Site SAN JUAN, Puerto Rico -- Improving employee safety and health at the San Juan Historic Site and reducing the workplace injury and illness case rate by three percent per year are the main goals of a partnership among the U.S. Labor Department's Occupational Safety and Health Administration (OSHA), the National Park Service (NPS), and the American Federation of Government Employees (AFGE). "This partnership is an example of Secretary Chao's commitment to find cooperative ways to assist employees and their employers in improving health and safety for workers," said Patricia K. Clark, OSHA's regional administrator in New York. The two agencies and the union signed the agreement recently at the San Juan Historic Site. OSHA Safety and Health partnerships are part of Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of workers through cooperative partnerships. The partnership marks a commitment by the parties to enhance the National Park Service safety and health program by finding and correcting workplace safety and health hazards and by establishing a safety management system during the five-year period of the agreement. OSHA will provide access to training resources including a session on safety management for NPS division chiefs and seminars on specific safety and health topic for employees. NPS will begin a comprehensive training program to educate employees on the current safety record and need for improvement and will encourage employees to take part in the safety and health management system. The partnership's ultimate goal is for the National Park Service to qualify for OSHA's prestigious Voluntary Protection Program (VPP) that recognizes work places that have achieved outstanding safety and health records. "This model provides a new collaborative approach to managing safety and health that will assist both OSHA and the National Park Service in our joint efforts to prevent serious injuries and illnesses," said José A. Carpena, OSHA's area director in Puerto Rico. Since 2001, OSHA has created more than 80 partnerships to prevent accidents and promote job health and safety.
