OSHA and the University of Puerto Rico-Rio Piedras Campus
Form Alliance to Promote Workplace Safety and Health

SAN JUAN, Puerto Rico -- Promoting safe and healthy employment conditions for workers is the goal of a new alliance between the U.S. Labor Department's Occupational Safety and Health Administration (OSHA) and the Rio Piedras Campus of the University of Puerto Rico (UPR). OSHA Health and Safety alliances are part of Labor Secretary Elaine L. Chao's ongoing efforts to improve worker health and safety through cooperative initiatives.

"This alliance -- the first of its kind in the Caribbean -- is an example of Secretary Chao's commitment to find cooperative ways to improve health and safety for all workers," said OSHA Regional Administrator Patricia K. Clark, who signed the alliance documents recently with Gladys Escalona de Motta, chancellor of the Rio Piedras Campus, and José A. Carpena, OSHA's area director for Puerto Rico.

OSHA and the Rio Piedras Campus of the UPR, through the Division of Continuing Education and Professional Studies (DECEP for its Spanish acronym) and the Environmental Protection and Occupational Safety Office (OPASO), will create training and education programs for employers and employees in the construction, maritime, manufacturing and services industries. Curricula will be developed on workplace safety and health through the DECEP's Certificate in Occupational Safety and Health program.

The alliance's outreach and communication activities include cross training of OSHA personnel and industry safety and health professionals on best practices, as jointly determined by both organizations. It also provides a means to raise awareness through speeches and appearances by UPR safety and health leaders and professors. OSHA and the Rio Piedras Campus of the UPR will develop case studies illustrating the business value of safety and health. The results of those studies will be made available via Web sites, newsletters, workshops and other resources.

A joint implementation team made up of representatives from OSHA, Rio Piedras Campus-UPR, through DECEP and OPASO, and Puerto Rico OSHO Education and Promotion Division, will develop a plan of action, determine working procedures and identify the roles and responsibilities of the participants. They will share information on activities and results in achieving the alliance goals, which will remain in effect for two years.

Established through legislation in 1903, the Rio Piedras Campus of the UPR is the largest and oldest campus of Puerto Rico's university system.
