Purpose

Section 14 of the Rehabilitation Act of 1973, as amended (the Act) mandates that the Secretary, through the commissioner of the Rehabilitation Services Administration (RSA), shall evaluate all programs authorized by the Act, their effectiveness in relation to their cost, their impact on related programs, and their structure and mechanisms for delivery of services, using appropriate methodology and evaluative research design. It requires that standards be established and used for evaluations, and that the evaluations be conducted by persons who are not immediately involved in the administration of the program or project evaluated.
