| |  Sudan Consortium ConferencesThe Sudan Consortium meetings were held from March 20-21, 2007 in Khartoum and Juba, the capital of Southern Sudan. The meetings brought together officials of the Government of National Unity and Government of Southern Sudan, representatives of the United Nations, the World Bank, the International Monitory Fund, international donors, and civil society to examine the progress of the 2005 Comprehensive Peace Agreement and the challenges facing implementation. While participants noted the successful establishment of power-sharing structures and institutions at all levels during the last year, they also delivered frank assessments of the shortcomings of post-conflict recovery. Donors called for a stepped-up pace of implementation and measurable progress on some of the more controversial provisions of the Agreement. Government officials requested acceleration of much-delayed donor pledges. Donors also reaffirmed that they will not be able to continue to finance recovery and development efforts for the North unless there is progress in Darfur. The Darfur Peace Agreement calls for a Joint Assessment Mission (JAM) to identify reconstruction needs for Darfur. The continued insecurity in Darfur has prevented the JAM from carrying out its work.
The Sudan Consortium is the primary forum for the international community to pledge support for the people of Sudan in the reconstruction phase that started with the signing of the Comprehensive Peace Agreement on January 9, 2005. The first international donor's conference took place on April 11 and 12, 2005. Donors and participants reconvened in Paris, France on March 9, 2006. | |
