Statement Highlights
I wanted to set the record straight by -- and therefore will say the following: one, that I have many contacts and friends around the world. I've been in the business for a long time. And these contacts and friendships, many of them, precede my assignment and my role in the U.S. government. And just because I am a government official now doesn't mean that I should end those friendships and relationships that I've had with many people, particularly from the region of the broader Middle East, including Afghanistan and Pakistan.

As to the specious comparisons, that’s the only word really I can find, between Kosovo and between what Ambassador Churkin characterizes as similarities or lack of similarities. I really think it’s a very ineffective device when you can’t address the problem you’re confronted with at the moment. And that is how can Russia explain its continuing occupation it’s invasion of a sovereign country whose territorial integrity you heard was supported by virtually every who spoke around the table today and efforts to draw us in to comparisons really missed the point.

We believe that the time has come for the Council to take the necessary action. That’s part of our diplomatic effort to bring more pressure on Russia to encourage Russia to cease hostilities, to accept what Georgia has accepted.

We can conceive of no circumstances that warrant a continuation of this violence, we can accept no excuses from any party that refuses to disengage, and we assure all parties that we will value restraint and condemn aggression.

As laid out in that Declaration, we call on all Member States of the United Nations to affirm their commitment embodied in the Universal Declaration on Human Rights that all citizens may freely express their opinions and assemble peacefully without fear of reprisal. We hope today’s event will inspire UN Member States and non-governmental organizations to redouble current efforts to assist prisoners of conscience and their families and to put an end to all forms of persecution.
