In response to inquiries whether the creation of an Ad Hoc Committee Family Reunification Program, a compendium of voluntary agencies and private sector organizations, signaled a shift in United States immigration policy, Carl Stern, a U.S. Department of Justice spokesperson, said: "The offer of financial assistance in the resettlement of Cubans and Haitians from Guantanamo is a welcome step in helping South Florida absorb new residents. However, the decision to parole individuals from Guantanamo into the United States will continue to follow existing guidelines.
