Program Description.
This appropriation is used to pay fees and expenses to witnesses who appear on behalf of the Government in litigation in which the United States is a party.� There are many factors over which the Department of Justice has little, or no, control that affect the costs incurred.� The U.S. Attorneys, the U.S. Marshals, and the six litigating divisions served by this appropriation.
