  DEA requests a reprogrammming of $17,408,000 from prior year resources to implement an Afghanistan Initiative, Operation Containment, that wil lidentify, target, investigate, disrupt and dismantle transnational heroin trafficking organizations in Central Asia.�The link between the proceeds generated from the sale of Afghan heroin and terrorist activities makes combating heroin production in Central Asia critical to the security of the United States.� Operation Containment will employ a multi-faceted approach to drug enforcement involving a series of investigative, diplomatic and training initiatives.

DEA requests 23 positions, 11 workyears, and $6,683,000 to strengthen DEA's datasecurity infrastructure to prevent the compromise or destruction of DEA's information systems.� The information security resources being requested will provide proper compliance with federal regulations and accreditation requirements; management of DEA user accounts, including intrusion detection and response measures; information systems security management; compliance reviews and security awareness training; and encryption systems.

DEA requests 27 positions (20 special agents), 14 workyears, and $4,121,000 toenhance financial investigations in domestic field offices, with emphasis onthe financial hubs of New York, Miami, and Los Angeles.� DEA must improve its ability to monitorand track the financial holdings and transactions of drug trafficking organizations, especially with the demonstrated nexus between the profits from drug trafficking, terrorist activities, and violence. The resources being requested will allow DEA to disrupt the international and domestic flow of illicit money, provide financial investigations training to ensure that DEA field personnel are experienced with the latest money laundering techniques being employed, and enhance regulatory and cooperative public-private efforts to prevent money laundering.�

DEA requests $18,000,000 to increase anti-terrorism security measures in order to protect employees at DEA's domestic and foreign facilities.� The request included $7 million for critical physical security upgrades at foreign facilities to meet U.S. Department of State building construction and physical security requirements ("Inman Standards") for overseas facilities, $8 million to improve security measures at domestic offices, and $3 million for contract support to develop an Operational Security program, and to assist in the administration of DEA's ongoing security program requirements.

DEA proposes a $250,000 reduction to the DEA Marine Program that will eliminate Headquarters management of the program.�With this reduction, management of DEA's 13 marine crafts will be transferred to the division offices that currently operate and maintain the vessels.� The divisions will retain or dispose of the vessels based on operational requirements.
