The Office seeks an experienced Assistant United States Attorney or Department of Justice Trial Attorney to fill the full time term position of Director for Strategic Planning. This office is located in Washington D.C.

About the Office: The mission of the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) is to develop and administer technical and developmental assistance designed to enhance the capabilities of foreign justice sector institutions and their law enforcement personnel, so those institutions and their personnel can more effectively combat terrorism, organized crime, corruption, financial crimes, trafficking in persons and other types of crime, in a manner consistent with the rule of law, and can more effectively cooperate regionally and with the United States in combating such crime.

Responsibilities and Opportunity Offered: Based in Washington, DC, the Director for Strategic Planning is responsible for planning and helping to design OPDAT overseas assistance programs, and for anticipating and helping OPDAT meet future programming challenges. In developing plans and proposals, the Director will incorporate Department and OPDAT policies and priorities, reflect funders’ expectations and goals, and draw on best practices and lessons learned in the field of criminal justice sector development. In addition to being responsible for or overseeing broad planning research and the development of proposals, work plans and other program materials, the Director has responsibility for establishing contacts and maintaining good working relationships with funders, such as the Department of State, the U.S. Agency for International Development, the Millennium Challenge Corporation, and the Department of Defense to ensure and increase demand and funding for OPDAT assistance programs. Specifically, the Director will help define and further the strategic interests of the Department of Justice, the Criminal Division and OPDAT; will research, coordinate and help develop program proposals; will manage the evaluation of assistance program effectiveness; will capture and incorporate lessons learned and best practices into future assistance proposals; and will assist in the process of developing evaluation methodologies and performance measures. In the design and implementation of programs, the Director will work closely with OPDAT senior management, OPDAT regional and functional directors, the International Criminal Investigative Training and Assistance Program (ICITAP), relevant sections of the Criminal Division, funders and other United States government agencies. Performs other duties as assigned.

Required and Preferred Qualifications: Applicants must be a current Department Trial Attorney or Assistant United States Attorney, possess a J.D. degree, be an active member of the bar in good standing (any jurisdiction), and have at least seven years of post J.D. legal experience. Applicants must also have experience in strategic planning and program development; at least four years of experience in criminal justice sector program development and management; management or administrative experience in the legal field; experience working in at least one USG foreign affairs agency; and demonstrated fund raising and financial management experience (These requirements must be clearly described in the applicant’s resume.) An advanced legal degree or specialization in comparative or international law is preferred. Periodic international travel is required.
