EXPERIENCED ATTORNEY / GS-14 to GS-15 (ILA-ALBANIA)


The Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT), Criminal Division, U.S. Department of Justice, seeks an experienced DOJ attorney or Assistant United States Attorney to serve as a Intermittent Legal Advisor (ILA) in Tirana, Albania. This assignment is for a tern of six months, with a possibility of a six month extension, contingent of funding. (This is a reimbursable detail.)

About the Office: The mission of the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) is to develop and administer technical and developmental assistance designed to enhance the capabilities of foreign justice sector institutions and their law enforcement personnel, so those institutions and their personnel can more effectively combat terrorism, organized crime, corruption, financial crimes, trafficking in persons and other types of crime, in a manner consistent with the rule of law, and can more effectively cooperate regionally and with the United States in combating such crime.

Responsibilities and Opportunities Offered: The RLA represents the Department of Justice and OPDAT in the implementation of an OPDAT justice sector assistance program. The ILA will represent the U.S. Department of Justice and OPDAT in the implementation of an OPDAT justice sector assistance program. The ILA will work closely with the OPDAT RLAs in Albania, especially the Anti-Corruption RLA, as well as the U.S. Agency for International Development and the Millennum Challenge Corporation, to provide assistance to the Government of Albania to form, establish and train six new regional specialized units to investigate and prosecute corruption and financial crime. These regional units are modeled after the Joint Investigative Unit (JIU) to Fight Economic Crime and Corruption in the Tirana District Prosecution Office, which is composed of prosecutors, judicial police officers, customs and tax investigators. Ideally, the ILS will arrive in Albania in February or March 2009. In the initial six month term, the ILA will evaluate ongoing Tirana JIU procedures; assess the needs of regional JIU offices; conduct roundtable discussions with prosecutors with a goal of drafting an operational manual; finalize the operational manual to all Tirana and regional JIU personnel. The ILA will also engage in informal training and mentoring and may also begin establishing an ongoing formalized training program. Frequent travel in Albania and the region will be required.

Location: The ILA will be located in Tirana, Albania beginning no later than April 1, 2009.

Relocation Expenses: This is a temporary duty assignment and relocation expenses are not authorized.

Required and preferred Qualifications: Applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of a State, territory, or the District of Columbia. Applicants must be a current Department Trial Attorney or Assistant United States Attorney and have at least four or five years of post -J.D. experience to be qualified at the GS-14 or 15 level. Applicants must have the ability to function effectively in an international, multicultural environment; be mature and self-sufficient; be able to efficiently initiate and manage work projects; and possess extensive prosecutorial experience. Applicants must have excellent oral and written communication skills. Specialized experience in handling cases involving financial fraud, organized crime or public corruption is preferred. Experience with multi-agency task forces and/or management experience are highly desirable. Albanian language skills would be a major asset, but are not required or necessarily expected of applicants.

Salary Information: Current salary and years of litigation experience will determine the appropriate salary. The possible salary range is GS-14 ($98,033 -$127,442 per annum) to GS-15 ($115,317 - $149, 000 per annum).
