Our Mission

The Department of Justice is the world's largest law office, employing more than 9,200 attorneys. The Office of Attorney Recruitment and Management (OARM) exercises delegated authority to take final action in matters pertaining to the employment, separation and general administration of the Department's attorneys and law students in grades GS-15 (or equivalent) and below: it recruits, appoints, and determines their suitability for employment. OARM also has authority to impose major discipline or take adverse actions against attorneys in grades GS-15 and below. In addition, OARM provides Department components with guidance on a variety of attorney personnel issues and performs special attorney personnel duties as assigned by the Department leadership. It is also the Department's adjudicative office in FBI Whistleblower cases. In FBI Whistleblower matters, the Department's Office of Professional Responsibility and Office of the Inspector General act in the role of Office of Special Counsel, and OARM acts in the role of the Merit Systems Protection Board.

The Director, OARM

Louis DeFalaise has served as the Director, OARM, since June, 2002. Mr. DeFalaise's distinguished career at the United States Department of Justice includes twelve years of service as the Senior Counsel to the Director, and two months as the Acting Director, Executive Office for United States Attorneys, Washington, D.C. Prior to relocating to the nation's capital, Mr. DeFalaise served for ten years as the United States Attorney for the Eastern District of Kentucky. Mr. DeFalaise brought a wealth of legal experience to the Department, including six years as the State Representative, 63rd District of Kentucky (1975 to1981) and in private practice at Adams, Brooking & Stepner, Covington, Kentucky (1974 to 1981). Mr. DeFalaise's demonstrated commitment to public service includes a term on the Kenton County Kentucky Public Defender Roster and 18 months as an Assistant United States Attorney, Eastern District of Kentucky, immediately following graduation from law school at the University of Kentucky in 1971.
