Development Credit Authority

Development Credit Authority is a tool that enables USAID Missions to provide partial credit guarantees for private-sector investments to reduce the risk associated with lending to new business sectors or new borrowers. These guarantees help stimulate economic development by increasing the flow of credit for local business.

What This Rating Means

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The Office of Development Credit, which manages this tool, has significantly improved its strategic planning by establishing strong long-term goals and annual performance measures to more effectively assess its development impact. For example, it tracks the percent of guaranteed financial institutions that continue to lend without a guarantee or with a larger guarantee in the targeted sector.
  • Although USAID fails to meet government-wide financial management standards, the Office of Development Credit does by conducting risk assessments of all Development Credit Authority guarantees.
  • The Office does not yet have independent evaluations to indicate that the tool is effective at stimulating economic development. An internal audit and Impact Assessment survey has recently begun and results are expected by FY 2006.

  • Working to implement improved financial and accounting management procedures and increase the efficiency and effectiveness of the tool.
  • Incorporating the findings of its independent evaluations into its project development and monitoring plans to improve program effectiveness.
