Immigration Adjudication
The Department of Justice's Executive Office for Immigration Review (EOIR) is responsible for providing fair, expeditious, and uniform interpretation and application of immigration law. This includes adjudication of immigration cases at the administrative court level and at the administrative appeal level.

Moderately Effective
In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
- EOIR is on track to achieve its long-term performance goals for adjudicating priority cases, including detained aliens with no applications for relief, institutional hearing program cases, expedited asylum cases, and detained appeals. Detained cases are an agency priority and are handled on an expedited basis in order to maximize the efficiency of the immigration process for detained aliens.
- The program collaborates effectively with its partners. EOIR collaborates with various agencies to streamline immigration case processing. EOIR also collaborates with non-government entities to provide legal orientation programs at various locations around the country. The program works to ensure that immigration cases are adjudicated promptly and impartially in accordance with due process.
- The program exhibits good management practices. However, it needs to continue to improve efficiencies and cost effectiveness in achieving its program goals. The streamlining efforts increased efficiency at the Board and video teleconferencing has provided the courts with reduced costs associated with case-related travel.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Implementing digital audio recording to improve quality of transcriptions and enhance efficiency in the flow of records between the immigration courts, transcription contractors, and the Board.
- Developing expanded training for immigration judges and Board legal staff, including comprehensive reference materials, to ensure that adjudicators receive continuing education on immigration issues.
- Expanding the Legal Orientation Program by six sites, to improve efficiencies in immigration court proceedings for detained aliens by increasing their awareness of their rights and the process.
