Developing Hispanic-serving Institutions

This program helps expand and enhance the academic quality, institutional management, and fiscal stability of institutions that enroll large percentages of Hispanic students. This program makes grants to Hispanic Serving Institutions (HSIs) to expand their capacity to serve Hispanic and low-income students.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks evaluation data for assessing program effectiveness. In response, the Department of Education is implementing a study on the financial health of institutions of higher education eligible to participate in the institutional aid programs.
  • The Department of Education has replaced this program's performance measures with new measures that are better focused on program performance. The new measures are focused on enrollment, persistence, and graduation rates at HSI grantees.
  • The first systemic profile report of the program was completed in September 2004. Efforts are underway to analyze the most recent performance data for future reports and to more quickly make this information available to the public.

We are taking the following actions to improve the performance of the program:

  • Completing the study on the financial health of minority serving institutions of higher education and utilizing the results to validate program performance measures and improve program performance.
  • Ensuring the reliability and comparability of program performance data, and assessing program effectiveness against the new annual and long-term performance measures.
  • Making grantee performance data available to the public in a transparent and meaningful manner.
