Rotary Wing Programs

The purpose of this program is to develop and procure an inventory of rotary wing aircaft that provides the capabilities needed to satisfy the mission requirements of US forces.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Rotary wing programs have ambitious goals and production targets. These programs are leveraging a variety of existing and new rotary wing capabilities to better equip the Department's rotary wing fleet to fight the Global War on Terror.
  • The overall performance of DoD's rotary wing programs in meeting cost and schedule targets is mixed. Some rotary wing programs have experienced cost growth and schedule delays that have prevented the DoD from purchasing the planned number of aircraft on time and on cost.
  • Each military service has a "roadmap" that clearly defines where its rotary wing aviation program stands today and where it is headed in the future. However, DoD has no comparable "roadmap" that puts the Services' programs together and defines where the Department stands today, where it will head in the future, and what trade-offs might be made in the interim in DoD's overall capability set.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing a DoD "Rotary Wing Roadmap" that reviews the Services' programs as a cumulative whole and establishes a plan for rotary wing capabilities that DoD seeks to develop in the future.
  • Bringing the Marine Corps' UH-1Y/AH-1Z upgrade program back on cost and schedule by addressing supply chain management and Earned Value Management challenges at Bell Helicopter.
  • Achieving lower unit costs for each program -- within the scope of existing contracts -- currently in production by the end of fiscal year 2008.
