Grants for Economic Opportunities and Quality of Life for Rural America

This program provides grants to support research and extension programs to improve the well being of the rural population. The largest recipients of grants are land grant universities and State agricultural experiment stations. Grants are provided through open competition, formula, or earmarks.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program addresses the problems faced by the fifty-five million American who live in rural areas, where in many cases population has been declining. Program efforts are directed toward improving rural communities.
  • The program has a limited number of long term outcome measures with ambitious goals and timeframes.
  • This program includes a significant number projects (earmarks) added to the Budget by the Congress. Within the limitations of total funding, the inclusion of any unrequested projects reduces funding that could be used for high priority national programs.
