Rural Housing and Economic Development

The purpose of the Rural Housing and Economic Development Program is to build capacity at the state and local levels, and support innovative housing and economic development activities in rural areas. The program awards grants to local rural nonprofits, federally recognized Indian tribes, and State agencies for activities.

Programs receiving this rating are not using your tax dollars effectively. Ineffective programs have been unable to achieve results due to a lack of clarity regarding the program's purpose or goals, poor management, or some other significant weakness.
  • The program had a clear purpose and design, but the program duplicates other Federal, State, and local efforts. The U.S. Department of Agriculture manages a portfolio of rural housing and economic development grants programs that vastly exceed this program in terms of programs and services from budget to staffing.
  • The program management is weak. There is insufficient oversight of activities and use of performance information, but HUD is developing a system to identify and correct management deficiencies.
  • Lack of evaluations, efficiency measures, and performance targets limit the program's effectiveness. Long-term outcome and short-term outputs have been identified, and baseline data is currently being collected.

We are taking the following actions to improve the performance of the program:

  • Working with the Congress to consolidate the program into a reformed Community and Development Block Grant program to better target the neediest communities and to achieve more ambitious results.
  • Developing program procedures to provide oversight of grantee activities and performance. This effort will be aligned with the Administration's broader community and economic development reforms.
  • Developing an automated system to track and monitor grantee's performance measurement data. This effort will be aligned with the Administration's broader community and economic development reforms.
