IDEA Special Education Grants for Infants and Families

This program awards grants to States to help them implement statewide interagency programs to make available early intervention services for children with disabilities, ages birth through 2, and their families. These services help improve the developmental and educational outcomes of young children with disabilities.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The Department has managed some components of this program well, including collaboration with other Federal programs on early intervention policy issues through the Federal Interagency Coordinating Council which has successfully negotiated jurisdictional issues between IDEA and other programs.
  • The program has met process goals related to the number of children served and where they received services. However, it lacks data on the educational and developmental outcomes of infants and toddlers who participated in this program or the progress made by their families as a result of services provided by the program.
  • The Department did not have long-term performance goals or annual performance data for child and family outcomes at the time of the assessment in 2002. It has since established performance goals and measures, but still does not have performance data related to these goals and measures.

We are taking the following actions to improve the performance of the program:

  • Implementing strategies to help States develop their systems for collecting outcome data that can be used to measure and assess the program's impact on children served under this program.
  • Developing ways to collect and analyze data across States related to the program's impact on children and families served under the Grants for Infants and Families program.
  • Developing a methodology to assist States in setting targets for the child outcomes measure.
