Public Diplomacy

These programs articulate the foreign policy objectives of the U.S., ensure a better appreciation for the U.S. abroad, and help create an international environment receptive to U.S. interests. Public Diplomacy also provides U.S. policy-makers with information about how the U.S. and its actions are perceived abroad.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program plays a critical role in developing international understanding of US policies, especially in light of widespread anti-American sentiment. The program combats this trend through a range of programs that inform, engage, and influence key foreign audiences, particularly in Arab and Muslim countries.
  • A Public Diplomacy Evaluation Office has been established and has developed a comprehensive strategy for PD measurement. The Department now has 15 core PD indicators, developed in collaboration with OMB, that are being phased into the annual budget and performance exercise. Mechanisms have been developed to capture data for these core indicators and baselines and data now exist for 11 of them.
  • The Under Secretary for Public Diplomacy and Public Affairs has released the "U.S. National Strategy for Public Diplomacy and Strategic Communication." The Public Diplomacy evaluation and performance measurement data collection strategy is linked to the goals set forth in this plan.

We are taking the following actions to improve the performance of the program:

  • Developing overarching U.S. Government strategic plan for interagency public diplomacy efforts. Establishing integrated strategic plan for public diplomacy programs with the Department of State.
  • Providing resource requests with direct links between funding levels and performance objectives and goals.
