Federal Emergency Management Agency: U.S. Fire Administration

The mission of the US Fire Adminstration is to reduce life and economic losses due to fire and related emergencies, through leadership, coordination, and support and also to prepare the Nation's first responder and health care leaders through ongoing training.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program serves a specific need and has expanded services to address a wide range of hazards. Thus, a clarification of the program's purpose to avoid overlap and confusion would be beneficial as the program continues to expand.
  • Adequate annual and long-term performance measures have been put in place, but ambitious targets and timeframes are either still being developed or need improvement.
  • The USFA has solid relationships with partners in promoting injury prevention and life-safety goals. Development of formal processes to ensure program goals are clearly articulated would strengthen associations.

We are taking the following actions to improve the performance of the program:

  • Developing and publishing for decision-makers guidance on mission scope and efforts to prevent redundancy with partner organizations.
  • Refining data collection processesto procure updated fire-related events data, which then will be used in FY07 to update the trend analysis that is awaiting this data.
  • Determining by end-Q2 a clear timeframe to achieve programmatic goals. In FY07, USFA will develop annual targets and set up procedures to collect and report data on a timely annual basis.
