Bureau of Indian Affairs - K-12 School Operations

The Bureau of Indian Affairs funds 184 elementary and secondary schools serving approximately 47,000 Indian children in 23 states. Tribes operate approximately two thirds of the schools and the remaining schools are operated by the bureau.

What This Rating Means

PERFORMING
Adequate

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • During school year 2004-2005, only 30 percent of BIA schools met their Adequate Yearly Progress targets established by the No Child Left Behind Act.
  • This level of proficiency does not compare favorably with the 23 states in which the Bureau of Indian Affairs funds schools; the number of individual public school districts meeting their targets averaged 75% for the same year.
  • Current performance is not acceptable, and the bureau is targeting its resources to improve performance by creating a management structure that will be accountable for monitoing and helping the schools.

We are taking the following actions to improve the performance of the program:

  • Implementing a Program Improvement Accountability Plan for better management of resources, improved collection of student/school data, and timely distribution of funds.
  • Ensuring that student transportation budgets accurately reflect full costs, including fuel and vehicle maintenance.
  • Reviewing all bureau funded schools to determine if any receive duplicative state funding.
